HomeMy WebLinkAboutStaff Reportp STAFF REPORT Case No: 94-316 Request: Consideration of a Preliminary Plat for Edelweiss Estates Phase 4, a 21.1 acre single family subdivision consisting of 71 lots. Included is a revised Master Plan and Development Agreement for the entire Edelweiss Estates and Rock Prairie Estates Subdivisions. Applicant: Mike McClure for Begonia Corporation PHYSICAL FEATURES Location: This subdivision is located along Wellborn Road and on both sides of the Rock Prairie Road extension Area: The, master plan area contains approximately 292 acres. Phase 4 contains 21 acres. No. Lots: The original. master plan had approximately 970 dwelling units. The revised plan shows approximately 1000 units plus an additional 103 if a pending rezoning is passed. COMPREHENSIVE PLAN Land Use Plan: Approved master plan shows a largely low density residential subdivision with some multi-family and commercial uses on the perimeter. The preliminary plat of phase 4 complies with this master plan in concept although the design is slightly different. Thoroughfare Plan: Rock Prairie is a major arterial. Victoria is a minor arterial Development .Policies: No conflict Parkland Dedication: Previous :dedication has been made..: The proposed increase will not call for additional dedication.. Any future increases in density will be evaluated as they are proposed. ENGINEERING Water: Water is provided through a 12" waterline along Victoria Avenue. '..Sewer: Sewer is provided through a 12" sewerline south of the property within Victoria Avenue.. Streets: Access will be to Victoria Avenue that. is currently under construction. Drainage: Drainage is overland to the south where it will be intercepted by a detention area.. Flood Plain: N/A Oversize Request: None Proposed Public Improvements: Improvements willinclude several streets, sidewalks, water, sewer and storm drain systems. Easement Dedications: As shown on the plat. Sidewalks: Sidewalks will be provided along both sides of Victoria Avenue with the Victoria construction. They will also be provided along both sides of Monier and Kasey Avenue. They will be provided along one side of all other streets. IMPACT STUDIES Water & Sewer: Both the water and sewer impact studies were revised given the new layout change. Revisions show that there is no negative impact from the new layout. Traffic: No change from previous impact study. Drainage: No change from previous impact study. Proposed changes include revisions to the street layout, including abandonment of the entire portion of North. Graham Rd and the elimination of one of the residential collectors that was to intersect Wellborn Rd.. Other changes include an increase in both single family and multi-family dwelling .units. Street Layout The original master :plan had four residential collectors providing access to Wellborn Road. The revised plan has only hree. Staff has some concern that this will create congestion at the future Rock Prairie/Wellborn intersection.. An additional collector would distribute the traffic more evenly. However, the location of streets on the revised master plan meets standard spacing requirements. The proposed abandonment of all of North Graham necessitates changes to the development agreement as it relates..to the timing and construction of Rock. Prairie Rd.. The original development agreement tied the construction of Rock Prairie Rd. to particular phases in Edelweiss Estates. Staff recommends that the development agreement be amended such that the abandonment of North Graham occurs in two sections. Abandonment of North Graham from Victoria Ave. to Edelweiss should occur after the completion of Rock PPrairie Rd. from the Devonshire Subdivision to Edelweiss Ave. and after the construction of Edelweiss Ave. from Rock Prairie Rd. to North Graham. The second section of North Graham can be abandoned once the remainder of Rock Prairie Rd. from Edelweiss to Wellborn has been constructed. M Density The original master plan showed 595 single .family units and 375 multi-family units (970 total for a density of approximately 4.0 units per acre). The revised plan shows 633 single family units and 367 multi-family units (1000 total fora density of 4.1 units per acre). The number of multi-family units may increase depending: on future rezonings. There is a pending request for multi-family that involves 4.3 acres along Wellborn. PRELIMINARY PLAT -PHASE 4 E1 presubmission conference was held on 10-19-94. Presubmission comments centered around easement locations and street names. There were no major problems identified. STAFF RECOMMENDATION Staff recommends approval of the Mater Plan as revised and of the preliminary plat as presented with presubnussion conference comments.
