SC,IBJECT: PARKLAND DEDICATION FOR EDELWEISS S(IBDNISION
Based upon the existing development agreement ~ f rora
and the intent of the Parks and Recreation Board as stated in my
memorandum of May 20, 1992,. it is my opinion that no further dedication of
land or money is required. At that time approximately six acres of parkland
was estimated to meet the requirements. Based. upon your current estimate,
the new requirement will be approximately 6.6 acres which is still within the
spirit of the original agreement.
All other provisions. of the agreement must be in full compliance for this site
to be suitable for neighborhood park purposes. The inspectors responsible
for this subdivision need to be fully aware of the provisions regarding slopes,
top soil and site preparation to prevent the City from receiving a potential
maintenance liability.

With this PP the applicant is also presenting the entire master plan as several elements are
changing.
These include:
changes to the overall street layout (from 7.1 miles to 7.3 miles)
(includes. abondonment of all of N. Graham Rd. and elimination of a residential
collector that was to intersect Wellborn)
The original master plan had four residential collectors providing access to
Wellborn Road. The revised plan has only three. Staff has .some concern that this
will create congestion at the future Rock Prairie/Wellborn intersection. An
additional collector would distribute the traffic more evenly. However, the location
of streets on t e revised master plan meets standard spacing requirements. ~e~-e~

(These changes in density will not require any additional parkland dedication)
A slight increase in the industrial acreage (8.2 to 8.9) and decrease in commercial
acreages originally proposed.
Changes to the phasing of the Edelweiss subdivision
Some of these changes necessitate changes to the DEV. AG. Sections have. been
rewritten to provide that the abandonment and conveyance of N. Graham (approx. 6 acres)
will occur after construction and acceptance of Rock Prairie and Edelweiss Ave. Portions
of N. Graham maybe abandoned as portions of Rock Pr. and Edelweiss are constructed
and accepted. Staff will manage this as the. subdivision develops.
A fiscal impact analysis comparing the original master plan with this proposed one shows:
OVERHEAD
The Preliminary plat of phase 4 complies with the concept of the original master plan and
complies with the subdivision regs. and zoning ord. restrictions.
Staff recommends APPROVAL of PP, Master Plan and changes to Dev. AG.

ITEM: Consideration of a Preliminary Plat for Edelweiss Estates Phase 4, a 21.1 acre single family subdivision
consisting; of 71 lots. Also included is consideration of a revised Master Plan and Development Agreement for the
entire,,Edelweiss Estates and Rock Prairie Estates Subdivisions. Application is in the name of Mike McClure for
Begonia Corporation. (94-316)
ITEM SUMMARY: The MasterPlan for this development is being revised. Proposed changes include revisions
to the street layout,. including abandonment of the entire portion of North Graham Rd. and the elimination of one
of the'residential collectors that was to intersect Wellborn Rd. Other changes include an increase in single family
units (from 595 to 633 units) and a decrease in multi-family dwelling units {from 375 to 367 units).
The proposed abandonment of all of .North Graham, as well as changes to the proposed phasing of Edelweiss
Estates, necessitates changes to the development agreement. Staff recommends that the'development agreement be
amended such that the abandonment of North. Graham be tied to the construction and acceptance of both Edelweiss
Ave. (from Victoria to North Graham) and Rock. Prairie Rd. (from the Devenshire Subdivision to Wellborn Rd.).
The revised>agreement also eliminates reference to previous phases of Edelweiss Estates.
The preliminary plat of phase 4 complies with the master plan.
STAFF RECOMMENDATIONS: Staff recommends approval of a Master Plan as revised and of the
preliminary plat as presented with presubmission conference comments.. Staff recommends that the development
agreementbe amended as outlined above.
FINANCIAL SUMMARY: The applicant will pay the costs for preparation of this revised development
agreement,, which includes a base fee as well as reimbursement for staff time involved in rewriting the agreement.
Fiscal Impact Analysis of the revised master plan will be available at the meeting.
CITY ATTORNEY RECOMMENDATIONS: The revised. Development Agreement was prepared by the City
Attorney's Office and has been approved as to form.

RE; Previous Discussions o P rkland Dedication for Edelweiss Estates Subdivision
As I have mentioned to you, in reviewing the revised Master Plan for Edelweiss and Rock Prairie
Estates Subdivision it is noted that a increase in dwelling units is proposed.
The original master plan showed 595 single family units and 375 multi-family units (970 total).
The revised plan .shows 633 single.. farruly units and 367 multi-family units (1000 total). The
number of multi-family units may increase depending on future rezonings. There is a pending
request for multi-family that involves 4.3 acres along Wellborn which, if approved and developed,
couldresult in an additional 103 dwelling units.. .
Parkland dedication was based on the 970 dwelling units in the original master plan. The
dedication was a 5 acre park. The City also accepted the maintenance responsibility for an
adjacent 5 acre detention area. This area was dedicated to the City for this purpose. It was not
specifically. dedicated for parkland purposes. However the detention area is designed such that it
can be used for soccer fields. The increase in density would still call for less than the 10 acres that
exists at present when the park and detention area are combined.
Please review this and let me know as soon as possible what your decision is as to whether you
want to require additional monetary or land dedication for the increases proposed. If you. can give
me an answer today I can include it in my staff report. At the .latest this question should be
answered prior to the P&Z meeting next week (Nov. 3).
