Page 5 Councilman Hickson moved approval of Resolution No. 11-10-94-3.3 endorsing the Trees for Life 1994 tree planting project, to commit matching funds, and authorize tree planting on-submitted sites. Councilman Mcllhaney seconded the motion which carried unanimously, 6-0. Agenda Item No, 3.5 -and 3.6: Councilman Mariott moved approval of preliminary plat. and final plat for Lot 1, Biock1 of the-L O: Ball Subdivision located at the southwest corner of Rock Prairie Road and SH 6 East Bypass. Councilman Kennady seconded the motion. which carried 5-0_ Councilman Hickson abstained €rom the vote. Agenda Item No. 3.10: Councilman Mariott asked staff to justify the .budgeted amounts forthis equipment. Purchasing Agent I<ettler explained that the staffi felt the blanket purchase amount will meet the needs for the purchases in this budget year. Councilman Mcllhaney moved approval of the annual blanket purchase order for various electric. distribution pad mount transformers in the amount of $356,429. funds available in Electric Inventory. Councilman fox seconded the motion which carried unanimously, 6-0. Assistant City Engineer Veronica Morgan explained the item. Staff and Planning and Zoning Commission recommended approval. Mayor Ringer opened the public hearing.. (94-315) A Presubmission Conference Meeting was held Wednesday, .September 21, 1994 to discuss the above mentioned. preliminary plat.. The following. ordinance requirements and comments were made by the various reviewing agents: ORDINANCE REQUIREMENTS _ Show the proposed shared access point on Rock Prairie Road across from the main entrance of Victoria Bank and Trust. Add an access easement to reach the driveway location of lot 1 if necessary. The actual driveway location will be reviewed at the time of site plan. The final plat must meet the requirements outlined in the approved impact study. _ Submit revised impact studies addressing the concerns outlined by the Engineering and Transportation staff prior to moving forward with the preliminary plat. The plat is tentatively scheduled for the October 20, 1994 Planning and Zoning Commission meeting; however, if the concerns in the impact studies have not been addressed, staff cannot recommend approval of the plat. .- PRC Repof•t L. This right-of-way must be dedicated with the final plat and shown on the preliminary plat. Coordinate details with Transportation Planner Ed Hard at (409) 764-3570. _ Continue the 20' utility easement along the State Highway 6 Frontage Road on the Reserve Tract through lot 1 to cover the existing power line. Provide public utility easements for the two existing power poles with anchors located along Rock Prairie Road. COMMENTS/CONCERNS: _ There may be a right-of-way reduired to be dedicated for a right turn lane from Rock Prairie Road south on to the State Highway 6 Frontage Road at the time the corner site develops. Coordinate details with Transportation Planner Ed Hard at (409) 764-3570. Make sure that existing telephone. facilities along the State. Highway 6 Frontage Road and Rock Prairie Road are covered by utility easements. With the installation of a right turn lane, the .existing utility boxes in that area must be relocated at the .expense of the developer. Coordinate service details with G.T.E.
