Request: Consideration of a Master Preliminary Plat of Shenandoah Phases Two -Five

Location: On Barron Road :1000 feet southeast of SH 6 and north of the existing
Shenandoah Subdivision

Land Use Plan: Reflected as low density residential
Thoroughfare Plan: .Decatur is reflected as a minor arterial and is the extension of
Longmire to the south beyond. Barron Road
Development Policies No conflicts
Parkland Dedication: Will be by fee at the time of final platting based on $225.00
per lot. ,With 163 lots this would amount to $38,305.00.
ENGINEERING
Water: Water is provided to the area hrough an l8°. ne-along Barron Road and a
12" line along S.H. 6.
Sewer: Sewer is provided through a 15" sewer. line along. Barron Road. This sewer
should be extended to serve this property. per the City's Master Plan for sanitary
sewer facilities.
Streets: Access will be provided ahrough an extension of Decatur to Barron Road and
Southern Plantation Drive to S.H. 6.
Drainage: Drainage will be overland. The site drains into two major tributaries of
Carter's Creek. The northern portion of the site drains into the Barron Rd. right-of-
way and into the South Fork of Lick. Creek. The southern portion of the site drains
..across the existing Shenandoah Subdivision and is conveyed to Spring Creek.
Flood Plain: No floodplain located on the property.
Oversize Request: Will be request for oversize on width and thickness of Decatur
and the 12" waterline along Decatur.
Proposed. Public Improvements: Streets, sidewalks, water lines, sanitary sewer lines
and storm .sewer lines.
Easement Dedications:. As shown on theplat.
Sidewalks: Are proposed in accordance. with the Subdivision Regs. (Both sides of
Decatur and one side of residential streets except those that cul-de-sac.

IMPACT STUDIES
Water: Impact studies show that water is adequate to serve the proposed subdivision.
Extensions will be made internal to the system and ties to the major waterlines in the
area are required per the impact study.
.Sewer: Sewer is available. Extensions will be made in accordance with. the City
master plan. Impact study shows inadequate capacity at the lift station. Improvements
will need to be made tothelift station to handle the excess flows.
Traffic: The master plan shows an efficient residential and collector street layout and
there should. be no negative impacts from the. development as .proposed according to
Impact Studies. Decatur is designed as a collector as shown on the thoroughfare plan.
Drainage: Drainage will be handled through .the existing. storm drainage system in
Shenandoah and through improvements in the new phases. Detention will be apart of
the new subdivision to be owned. and maintained by the homeowners. Downstream
improvements may be required on the secondary system due to concentration of flows.
STAFF COMMENTS /RECOMMENDATIONS
This plat was reviewed by staff at a presubmission conference on 8-17-94 where approval of
the master preliminary as submitted was recommended. Prior to approval of final plats, the
sewer service issue'will need to be resolved.
