1tem:Consideration of aFinal Plat for Shenandoah Phase Three and a
Revised Master Preliminary Plat for Shenandoah Phases Two -Five, located
southeast of Barron Road. (95-235 & 94-314)
Item Summary: This final. plat consists of 11.013 acres and is being
subdivided into 41 single family lots. The property is currently zoned R-1. A
preliminary plat of this property was approved by Council in September of last
year. The preliminary .plat had shown different phase lines than depicted on
this final plat. Theapplicant desired to change the phase lines to avoid having
any temporary dead-end streets, where a temporary cul-de-sac may be
necessary. Staff concurred with the new phase lines and requested that the
applicant submit a revised master preliminary plat depicting these new
locations. A Presubmis ion Conference was held for this plat on September
20, 1995. At this meeting. a few comments were raised. Due to the fact that
the preliminary plat was approved before streetscape requirements were
adopted, streetscape compliance is not mandatory foi- this plat. However, staff
did request that the developer voluntarily comply with streetscape. The
Planning and Zoning Commission will hear this plat at their October 5, 1995
meeting. The Commission vote and minutes of that meeting are not available
as of this writing. Staff will inform the Council of the Commission's vote during
the Council presentation.

Commission recommended approval by a'unanimous vote.

We have a chance to get some land rather than just money out here if we act
quickly. I'm sending a FAX of the master plan. There is a detention area
on Decatur. Would you guys and/or the Parks Board be interested in having
some parkland adjacent to this? The master plan. has 163 lots so we couldn't
get the 5 acre minimum. Don't know how big the detention area is. As I sit
here and think about this it's .probably not such a good. idea. I had asked
Mike McClure to see if his client would consider a land dedication and this
is what Mike came up with as an idea { he hasn't talked to client yet). I
asked this because of a comment you made, Steve, after we had already
approved the master plan, that you wished we had gotten parkland. in
Shenandoah. Is this something we should pursue or not?

RE: .Shenandoah Phase Four Drainage Easements and Parkland Dedication (96-212)
Dear Mr. McClure:
During staff review of the final plat for the above referenced subdivision a few concerns were identified,
however, these concerns will not .require. a Presubmssion Conference. The City of College Station
recently allowed the Brandon Heights Homeowner's Association (HOA) to replat their Common. Area as a
Drainage Right-of Way. We wantto make you aware of this and offer you the same option. if you choose
the Drainage Right-of--Way designation, we will need to have a maintenance agreement with the HOA
that outitnes their responsibilities for "landscape maintenance". If you choose to retain the Common Area
designation, we will need you to change the'Prvate~Drainage Easement to~Public~~ In either case, we will
need to see the landscape maintenance responsibilities outlined in an agreement or HOA document.
These designations will allow the City to maintain the concrete flumes and other various structures within
the detention ponds. The Brandon Heights HOA filed a maintenance agreement at the Braves County
Courthouse which outlined their responsl'bilities. Jf you so choose, we can :provide a copy of this
agreement for your. review.
In order to file this final plat, the following amounts of parkland. dedication for Phases One through Four
must be paid:

261ots x 5225 per lot = 55,850
391ots x X225. per-lot = 58,775
411ots x 5225 per lot = 59,225
461ots x 5225 perlot = 510,350
Total for Phases 1- 4 = 534,200
In addition, fourteen (14).copies and a reproduciblemylar of the final plat will need to be submitted by
Wednesday, Apri124, 1996, in order to be included in the Planning and Zoning and City Council packets.
This plat will be Considered by P&Z and Council on May 2 and May 23 respectively.

The•Parkland.Dedication•ordinance~states~that.one.acre•is•the•mnimum•amount
of land that will be accepted by the City. Also, the City can refuse any
dedication less than five acres and require cash dedication. I think that if
we can get the parkland dedication adjacent and contiguous to the land set
aside .for a detention facility that it would be worth looking at. The site
must have ample access, be constructed to current City standards, and be of
a confguration that lends itself to use as a neighborhood park site.
Something similar to the development agreement that was enacted for BEGONIA
CORP can be used as an example (ie: slope of the site, replacement of top
soil on finished grades, concrete valley gutters to reduce low flow erosion
problems, etc,). Basically, if we agree to this type of concept, the
finished site will need to look like a park rather than a drainage facility..
If we can get some indication back from the developer/engineer next week,
then we will put this on the agenda for the P&R Board to discuss and/or
