AGENDA ITEM NO. 4: Consideration. of a preliminary plat for the Edelweiss.. Estates Phase 3A
Subdivision. (94-307)
Staff Planner Kuenzel presented the staff report and recommended approval with the condition
that all easements be worked out between staff and the ..applicant. .These easements include the
parking. and access easements that will. be shared between lots. Because public access, water service,
and drainage facilities. are .intended to be provided by other projects (Victoria Avenue Extension and
Edelweiss Phase 3) staff recommended that the acceptance of the improvements within this project
be conditioned upon the prior acceptance of the .improvements required of the other two projects.
Commissioner Hall .moved to recommend approval of the preliminary plat of Edelweiss Estates
Phase 3A Subdivision with. staff. recommendations. Commissioner Lane seconded the motion which
passed unopposed (4 - 0).

ITEM: Consideration of a preliminary plat for Edelweis Phase 3A located to the south and
adjacent to Phase 2.
ITEM SUMMARY: This :plat ubdivides twelve R-S zoned lots. into. duplex lots.. Parking is
shown in the rear yards of 'each -lot. Service lines will extend. off of the lines that are currently
under construction for phases l and 2 of Edelweis.
STAFF RECOMMENDATIONS: Staffrecommends approval..with'the,condition that service
lines for phases 1 and 2 be completed before public .infrastructure for _the subject phase is
accepted. 'The?Planning and"Zoning Commission votedunanimously to recommend,approval.

SUBJECT: Preliminary Plat -Edelweiss Estates Phase 3A; approximately 4.574 acres
divided into twelve R-5 multi-family lots .generally bounded on the
northwest. by Edelweiss Estates Phase Three, on the southwest by ~Iictoria
Avenue and on the southeast by the United Oil Exploration 5.2 acre tract.

A Presubmission Conference Meeting was held Wednesday, .March 30, 1994 to discuss
the above mentioned preliminary plat. The following comments were made by the
various reviewing agents:
ELECTRICAL:
_ Provide a 10' public utility easement adjacent to the United Oil Exploration 5.2
acre tract.
Show all existing off-site public utility easements.
~ Electrical service will be provided underground. The developer is responsible for
street lighting and installing all conduit from the easement to the electrical
service.

G.T.E.:
_ The developer: is responsible for all conduit installation from the building to the
easement to be .buried with the electrical service. Coordinate details with G.T.E.
Representative Laverne Akin at (409) 821-4723.
_ Additional sleeves will be required under Victoria as part of the Victoria
extension project. An additional public utility easement may be required along
Victoria Avenue.
T.C.A.:
_ Coordinate cable service with T.C.A. Representative Mike Lavender at (409) 846-
2044.
WATER/WASTE WATER:
Provide water service to lot 5.
FIRE:
Relocate the proposed fire hydrant closer to Victoria Avenue to still meet the
required. minimum distance of 300' .from the furthest point of any building. The
fire hydrant should be approximately 40' to 50' from the curb line of Victoria
Avenue.
PARKS:.
Parkland dedication may be required at the time of final plat.
PLANNING:
Lot 6 does not meet the minimum lot size as shown; however, the common lot
line between lots 6 and 7 could be interpreted as the "front" of each lot. The
setbacks should be redrawn to show the front setback along the common property
line to reflect that these lots have. two front property lines.
Since rear access. is provided, a 15' front setback is allowed.
_ At the time of final plat, access easements must be dedicated to include the
parking lot areas.
SUBMIT 1 MYLAR ORIGINAL AND 10 COPIES OF THE REVISED
PRELIMINARY PLAT BY FRIDAY, APRIL 15, 1994 TO BE INCLUDED IN THE
PLANNING AND ZONING COMMISSION PACKETS FOR THE MEETING OF
THURSDAY, APRIL 21, .1994. THE CITY COUNCIL WILL CONSIDER THE
PRELIMINARY PLAT ON THURSDAY, MAY 12, 1994. BOTH MEETINGS WILL
BE HELD IN THE CITY HALL. COUNCIL .ROOM, 1101 TEXAS AVENUE AT 7:00.
