fora excess arkland funds that were .paid by .him m 1994. Mr. Scarmardo

developed the'Two Lincoln Place Subdivision. The: final'plat that was reviewed .and approved by Council
consisted of twelve single family ots :however, once he ;started working with local contractors, he found.
that the project would work better for, him if he rearranged the lots and. ultimately eliminate a lot. The
.problem with this change-is that he would have to go back through the platting process to get Planning and.
Zoning Commission and Council: approval and he needed to file a plat in order to get the. financing on the
project. So, .what we agreed to was that he would ubmit a final plat showing the reconfiguration of lots
and meet all of the critena to get the original: plat with twelve lots (including the necessary. parkland money
in the'amount' of $2700) before we would file the first plat. We also agreed to refund the additional $225
as soon as the second plat. with;eleven lots was filed for record, Mr. Scarmardo has met. all of the criteria

that he,,paid the parklandmoney however, I remember him bringing in a check to our secretary at the time,
Ij Lisa Byer. T think what happened is hat she took the checkup to accounting and turned it over to that
.department.. I need .your help in locating. those-funds and returning the $225 that we owe to Mr.
Scarmardo.

' A subdivision replat drawing is submitted herewith, for "Two :Lincoln Place"
~ subdivision. The replat proposes two modifications:
i 1. ,Rerouting of the west end of the alley which serves as residential access
for all lots within the subdivision.
' 2. Reduction of lot count from 12 to 11.
With these changes, all utilities and utility easements are unchanged.

changed. The stormwater easement area is essentially the same. Stormwater run-
off is only changed: in volume by an amount that corresponds to the elimination of
one house and drive (approx. 3,000) and the addition of approximately 250 square
feet. of additional. alley area.. The net effect is more ground absorption. The
remaining tormwater run-off will still. be directed to the stormwater detention area

through the detention pond, providing- more flovv control than originally provided.
The lot count reduction is accomplished by combining all. of the original lots 1 and
j 2 into the proposed lot 1. None of the original lot lines have been changed, only the
'~, lot ine between the original lots 1 and 2 has been eliminated.
