Items may be removed from the Consent Agenda by any citizen, City staff member, or Commissioner by making such a request prior to a motion and vote on the Consent Agenda. (l:l) Approval of minutes from the meeting of September 15, 1994. (T:2) Consideration of a final plat of the Two Lincoln Place Subdivision. (94-240),,/. Commissioner Hall requested that agenda item number three, First Federal Savings and Loan, from the minutes of the Commission meeting on September 15, 1994 be clarified with respect to the wheel stops installed along the edge of the existing parking lot. The contractor was acting in good .'faith when the broken wheel stops were replaced with. new ones and they were trying to meet the code requirements, not get around .them. The above consent agenda items were unanimously approved by consent with the correction to the minutes of September 15, 1994. AGENDA ITEM NO. 2: Public hearing to'consider a rezoning request of 20.236 acres located along the south side of Southwest Parkway at the proposed Dartmouth .extension from R-1 Single Family: Residential to R-2 Duplexes, C-N .Neighborhood :Commercial and R-5 Medium Density Apartments. (94-121)' Staff Planner Kuenzel. presented the staff report and recommended. approval of the .proposed. rezoning. request: The Land Use Plan was updated two years ago when the City Council adopted the.. 2818 Extension Study. The new plan reflects the recently completed .2818 extension as largely office commercial. Land irr the-rest of the area bounded by Southwest Parkway, the East Bypass, and Texas Avenue was changed in~ order to provide. a logical area for higher .density residential uses; while still preserving single family residential uses. near .existing single family. Commercial uses are; planned for the intersection of major roadways (the three boundary streets) with neighborhood commercial sites at minor intersections. Representative SUBJECT: Final Plat -Two Lincoln Place; proposed relocation of the rear alley for 11 lots totaling 2.37 acres located along Lincoln Avenue near the Munson intersection. (94-240) A Project Review Committee Meeting was held Wednesday, September 7, 1994 to discuss the above mentioned final plat. The following ordinance requirements and comments were made by the various staff members: Ordinance Requirements: Submit the revised plans for the rear alley (addressing the manhole locations),. revised channel plans and a revised drainage report by Monday, October 10, 1994 to be reviewed and approved prior to the Planning and Zoning. Commission meeting, (If there are no changes to the existing channel, submit a letter stating that fact.) ,~ PRC Repo°t Two Lincoln Place Case #94-240 Page 2 of 2 Comments/Concerns: Make the original plat legible. The written metes and bound description can be removed if additional space is needed for the original drawing. This final plat is scheduled for the October 20, 1994 Planning and Zoning Commission meeting and the November 10, 1994 City Council meeting. G.T.E.'s conduit, which was placed and provided by the developer, is in the same trench as the electrical service. Make sure that the relocation of the alley does not effect the cable placement in the conduit and access to each lot. Submit occupancy date and coordinate. service details with G.T.E. Representative Laverne Akin at (409} 821-4723. SUBMIT 1 MYLAR ORIGINAL AND 16 COPIES OF THE REVISED FINAL PLAT BY FRIDAY, OCTOBER 14, 1994 TO BE INCLUDED.IN THE PACKETS OF THE PLANNING AND ZONING COMMISSION PACKETS FOR THE MEETING OF OCTOBER 20, 1994. The written metes and bound description can be removed if additional space is needed for the original drawing. _ This final plat is scheduled for the October 20, 1994 Planning and Zoning Commission meeting and the November 10, 1994 City Council meeting. _ The conduits for electrical service have already been placed adjacent to the new alley location. The conduits are now too close to the alley. The developer is responsible to pay for the relocation of two transformer pads. Contact Electrical Line. This replat reduces the ginaT number of lots by on 1) and relocates the rear alley toward the west. (94-240) ITEM SUMMARY: This plat divides 2.37 acres into 11 residential lots and associated access and .utility easements. The applicant is replatting this area in order to shift the rear alley to the west, thus allowing all lotsto be located on the interior of the looped alley. The previous layout had one lot located: between the alley and the drainage .channel.. With thin new layout staff requested' clarification of the maintenance responsibilities of the drainage .channel and detention pond. The applicant has stated that a homeowners association will maintain hese two facilities. The'.. Planning .and Zoning. Commission heard this item at their October. 20th meeting and recommended approval with'staffrecommendations. STAFF RECOMMENDATIONS: Staff recommends approval with the Presubmission conference comments and 'the inclusion of a note on the plat with regard to maintenance responsibilities of the drainage: channel .and detention .pond.
