AGENDA ITEM NO. 1: The Consent Agenda consists of noncontroversial or "housekeeping" items

Assistant City Engineer requested that consent agenda item L8 be removed from the consent agenda for
further discussion..
Commissioner Gribou moved to approve the consent agenda with xhe exception of agenda item 1.8, Harvey
Road East Final Plat, with the recommendations outlined in the individual staff reports. Commissioner Smith
seconded the motion which passed unopposed (7 - 0).

SUBJECT: Final Plat -Pebble Creek Phase 4A; approximately 10.73 acres divided into 28 single family
lots generally located at the corner of Spearman Drive and Pebble Creek Parkway
approximately 6500' east of Texas Avenue and Greens Prairie Road. (94-232)
A Presubmission Conference Meeting was held Wednesday, July 20, 1994 to discuss. the above mentioned
final plat. The. Conference recommended approval. of the final plat as submitted with the following
discretionary items:
CONDITIONS OF APPROVAL:
_ Dimension the proposed. alley, remove the term. "right-of-way" and designate the alley as "public".
Add a general note pertaining to the maintenance responsibility of all areas outside the actual
property lines except the paved alley section.. Coordinate the wording of this note with staff.
_ Note .that access is prohibited to Spearman Drive.
_ Remove the 'word "drainage" from the .noted "drainage and utility easement" located in the
southernmost corner of he private drainage reserve and common area.
SUBMIT 15 COPIES OF THE REVISED FINAL PLAT BY .FRIDAY, JULY 29, 1994 TO BE
INCLUDED IN THE PLANNING AND ZONING COMMISSION PACKETS FOR THE MEETING
OF THURSDAY, AUGUST 4, 1994. THE CITY COUNCIL WILL CONSIDER THE FINAL. PLAT
ON THURSDAY, AUGUST 25, 1994. BOTH MEETINGS WILL BE HELD AT 7:00 IN .THE CITY
HALL COUNCIL ROOM- LOCATED AT 1101 TEXAS AVENUE SOUTH.

Discretionary Items:
Clarifythe proposed "alley" as public: or private and dimension the width. If it is
a public alley, add a note that the area between the' private drainage reserve and
common area and the curb of the alley will be maintained by a homeowner's
association or individual property owners.
Note <that access is prohibited to Spearman Drive.

ITEM: Consideration of Final Plats for Pebble Creek Phase 4A, 4B, and 4C, all generally located
at the. southwest corner of Spearman Drive and Pebble Creek Parkway.

ITEM SUMMARY: These 3 final plats include a total of approximately 42 acres subdivided into.
96 lots. A Preliminary Plat of .this area has been previously :approved by Council Phase 4A
contains, a private drainage reserve and common area that will be maintained by the homeowner's
association. The Planning and Zoning Commission .approved this item by consent with staff
recommendations at their August 4, 1994 meeting. ;
STAFF... RECOMMENDATIONS: Staff recommends approval with the Presubmission.
