October 7, 1994, I have reviewed our records for the development in and around the area of the Pershing Park Subdivision. The documents on file indicate that it was the intent to eventually -tie the 6" waterline on Thomas Street to the 6" water line on Hawthorne Street. Although, the street alignment has changed from the original design, I feel it is important that the hydraulic redundancy, achieved with a loop, be established. Based on my experience, a single feed 6" waterline can not support the two fire hydrants proposed. Additionally, the loop will eliminate a dead end waterline, thus keeping the City in compliance with TNRCC regulations.. After visiting the site and reviewing your design for the creek crossing, I think there may be' a more cost effective method of crossing the creek. Ste 108 Bryan, TX 77802 Attn: Earl Havel RE: Pershing Park Detention Modifications Dear Earl, Since our meeting last week with you and :your clients, I have looked into the possibility of using the street as a detention area. While there are no design criteria which prohibit the. ponding of water for short periods of time during certain design: storms, we would be unable to assume the maintenance for the basin area, .which means that. the cul-de-sac would remain .private .and not have the possibility of being converted to public right of way. Since your client has. repeatedly stated that he wishes- the street to be designed and constructed such that it may. be accepted by he City in the future, we have decided to not allow the detention within the future right of way. He wants to know what he needs to do now. I'm pulling the files to see where we are on it but I believe that he has an approved plat and. construction documents and all that he really needs is a full drainage development permit in order to start building the street. Phone # ~~ ~ ~.r Fax # 1 As of this date, according to City records, the Pershing Park Subdivision final plat was approved by the Planning and Zoning Commission on July 21, 1994, and by the City Council on August 11, 1994, with the condition that the applicant clarify the general note on the plat pertaining to private street, and #hat access to L®t 9 either be constructed or guaranteed. These conditions have not yet been met. James J. Johnson, representative of the owner of the subdivision, has received sets of documents from the City which have been stamped ''Approved for Construction" and signed by a representative of the City Engineer's office'. Mr. Johnson has paid the application fee of $200.00, the drainage. development fee of $100.00, .and the subdivision inspection fee of .$300.00.. The only remaining item to be .paid is parkland dedication in the amount of $225.00 per lot, plus the financial guarantee,_if applicable. Mr. Johnson may proceed with construction of the infrastructure, and upon completion. and acceptance by the City, .the City will file .his plat for record. In lieu of construction of the subdivision before filing the plat, he may submit some acceptable form of financial guarantee to cover the construction ' of the infrastructure, and the City will file the plat. The financial guarantee must include the construction of access to Lot 9. The amount of the financial guarantee is determined based on an estimate from Mr. Johnson's engineer. Johnson. He said that he's waiting on J.J. to come in and "take care of a few things" before he can issue the letter.. He said. that he's been waiting on J.J. to come in for awhile and he has not.
