SUBJECT: Scarmardo Subdivision
Dear Mr. Scarmardo:

On February 11, 1994, Mr. M.L.(Roy) Hammons submitted a plat for
the subject subdivision. While. he was in our office, he asked
for a form for a "Replat", and paid the $200 appl ication fee for
a plat.
We talked about Tax Certificates and Infrastructure Construction
Documents, both of which might have to accompany a "replat",
which is essentially a resubdivision of one or more existing
subdivisions. Roy indicated that the tax certificates from the
Henton Subdivision would be applicable to this subdivision, and
there would be no construction documents required. Roy then
mentioned the Impact Studies also had been previously approved
with other plats, and would still apply. He then left our
office.
After the files were created for all the items which were
submitted on the Friday noon deadline, we noticed several things
which seemed odd regarding the information Roy submitted. The
first of which was that there is no application accompanying the
bluelines he submitted. The second thing is that while what was
turned in actually does represent a "replat" or a "resubdivision
of previously approved and recorded subdivisions", the paper
documents indicate. they ar.e "Preliminary" plats. Add it ionally,
the tax certificates which accompanied the Henton subdivision do
not cover the land in the One Lincoln Place subdivision, and
thus, we must have more. Also, the section of the plat which
indicates "Original Plat" is incorrect because it only covers the
area in the Henton subdivision, and not the area which was part
of the One Lincoln Place subdivision.
Both Natalie Thomas and I placed calls to Roy at his office on
Monday, February 14, 1994, and Natalie even tried to call his
home, but he was not at either place. We each left messages at
his office for him to return our calls, but ...9Af date, have not had
a response to that message. ~

As a result~ the plat Roy submitted was not reviewed at the
Presubmission Conference because the entire application was
incomplete. Until the City receives a complete package of the
requirement~ needed for the applicati~n, additional review will
be postponed. In the mea.ntime, a few items were noted which
should be corrected before anything is submitted. Those things
include the fact that a public utility easement has been omitted
from the proposed configuration. There are currently utilities
located in that easement, and therefore, the easement must be
included on the proposed plat. The location of that easement is
approximately 100 feet west of the proposed property line.

the information included in this letter, please do not hesitate

We hope these matters can be addressed Quickly, so you can
continue with your plans for development in the City of College
Station.
