RE: Emerald Forest Phase 10 &10A
As per telephone conversation with Deborah Keating of Urban Design Group the
following information was obtained:
1. Concerning request for oversize participation, Appomattox Rd.: Allen Swoboda is
working in conjunction with Elrey Ash and the two construction projects were not
publicly bid. A development agreement supposedly covers the oversize
participation. However, the agreement currently found in file covers only through
Emerald Forest Phase 8
2. Concerning infrastructure: There will be no letter of guarantee, but the utility
infrastructure will be built before the plat is expected to be filed.
3. Concerning North Forest Pkwy. Phase lOA: The dimensioning error was noted and
the final plat will be picked up and corrected then returned.
4. A note stating that an engineer's estimate is needed for Phase 10 & lOA was placed
with the plat to be picked up.

ITEM: Combined consideration of Final Plats for Emerald Forest Phases 10 and lOA (94-206
and 94-207)
ITEM SUMMARY: These plats lie on the north andeast sides of the existing Phase 8
development. Phase 10 includes 14.11 acres being divided into 37 single family residential lots.
Phase. lOA includes only the necessary right of way for North Forest Parkway across the project's
northern boundary. and includes 1. 983 acres.
Included within the staff report is a recommendation to require the inclusion of aright of way
dedication within one of the maps, as explained at the Planning and Zoning Commission, staff has
clarified this requirement with the Legal Department, and stated that no modification of the maps
is required.
These. plats were reviewed together by the Planning and Zoning Commission on May 19th and
approved unanimously with the urging by the Commission that the City's portion of North Forest
Parkway from this development to the East Bypass be undertaken as soon as possible.
STAFF RECOMMENDATIONS: Staff recommends approval of both plats.
