HomeMy WebLinkAboutStaff Report STAFF REPORT Case No: Request: Applicant: 94-206 and 94-207 Approval of Final Plats, Emerald Forest Phases 10 and lOA Urban Design Group for Owner Allen Swoboda PHYSICAL FEATURES Location: Phase lOA solely contains the right of way for the Proposed North Forest Parkway along the northern edge of this project from approximately 150 feet west of Spring Creek to the eastern right of way of Appomattox. Phase 10 borders Appomattox on the west, the waste water treatment plant access road to the north, and the regional Gulf States and Exxon pipeline utility corridor to the east. Area: Phase lOA includes 1.983 Acres, Phase 10includes 14.110 Acres No. Lots: Phase lOA includes 1 lot, Phase 10 includes 37 lots ZONING AND LAND USE Subject Tract: North: East: South West: Proposed Use: Phase lOA R-IA A-O Pasture Access Road R-I Existing Homes Access Road Roadway Phase 10 R-IA A-O Pasture Gas and Power Easement R-l Vacant R-l Existing Homes R-l Single Family Homes ENGINEERING Water: Adequate capacity from Spring Creek and Appomattox. Sewer: Adequate capacity along the eastern edge of Phase 10. Streets: Construction of North Forest Parkway and Appomattox are included in the Development Agreement for the Project Phases 8-11 dated 2-12-92. The remaining streets will also be constructed by the owner. Drainage: Facilities will be constructed by the owner to meet the Drainage Ordinance Flood Plain: None Oversize Request: . The project development agreement includes an oversize participation for AppomattoxDrive. The Agreement states that up to $28,000 will be contributed toward the actual cost differences between constructing the road 47 feet wide rather than 39 feet wide. Easement Dedications: As shown on the plats STAFF COMMENTS I RECOMMEND A TIONS According to the Development Agreement, a dedication was to be made 30 feet in width from the eastern end of Phase lOA as proposed and extending to the eastern limit of the owners property. This dedication is. for the Access Road to the Carters Creek Wasterwater Treatment Plant and replaces an earlier access easement. Staff would prefer that this dedication be provided through one of the two plats under consideration, to avoid the complications and extra efforts of a separate document dedication through our Legal Department. Staff recommends approval of both plats according to the conditions and comments listed in the Presubmission Conference Report, and the added condition that the 30 foot wide dedication be added to one of the plats.
