(94-204) A Pre submission Conference was held Wednesday, January 26, 1994 to discuss the above mentioned final plat. The following comments were made by the various reviewing agents: PLANNING: If access easements are dedicated on the final plat, show opposite and adjacent driveway locations or note the distances of driveways along Welsh and P.M. 2818. Change the spelling of "Welch" to "Welsh". 1:.. Add a note to the plat which states that lots Al through A22 will be considered one building plot for the purposes of access and signage. If the applicant would like to request a different building plot designation, submit a letter or revise the note to reflect the designation requested. Staff will recommended that lots Al through A22 be considered as one building plot. Show cross access easements for lots Al through A22. ". " -.. PRC Report Southwood Valley 30 Case #94-204 Page 2 ENGINEERING: Since construction documents are not required, tracts A, Band C can be placed on one final plat drawing. If the tracts are separated on two separate drawings, additional fees and application will be required. ELECTRICAL: Designate the 80' "utility easement" located between tract A and tracts Band C as a "public utility and drainage easement". All other easements should be designated as "public utility easements". It is the developer's responsibility to install all conduit for underground electrical utilities and a percentage of the service cost. ~ Provide a 10' public utility easement along the east property line of lot B4. Suggested that utility pole locations be shown along P.M. 2818 to ensure they do not conflict with proposed access easement locations. G.T.E.: It is the developer's responsibility to provide and install conduit for underground telephone utilities. The cable will probably be located in the same trench as the electrical lines. Coordinate details with G.T.E. Representative Laverne Akin at (409) 82Jl-4723. TCA CABLE: Provide one 2" conduit for underground cable. Coordinate servIce details with TCA Cable Representative Mike Lavender at (409) 846-2044. SUBMIT 10 COPIES AND 1 MYLAR REPRODUCIBLE OF THE REVISED FINAL PLAT AND BY FRIDAY, JANUARY 28, 1994 TO BE INCLUDED IN THE PLANNING AND ZONING COMMISSION PACKETS FOR THE MEETING OF THURSDAY, FEBRUARY 3, 1994. THE CITY COUNCIL WILL CONSIDER THE PLAT ON THURSDAY, FEBRUARY 24, 1994. Commissioner Smith stated that the current zoning of the property includes many of the uses that the School District is concerned about; however, the C-l district allows even more intense uses for the property. There is no guarantee that the property will be developed as proposed with an office complex and a convenience store once the property is rezoned. The motion to deny the rezoning request passed (2 - 1 - 1); Commissioner Mariott voted in opposition to the motion, Commissioner Hall abstained from voting and Chairman Hawthorne removed himself from the consideration of the request due to a conflict of interest. AGENDA ITEM NO.3: Considerationofa final plat of Tracts A, B and C of Southwood Valley Section 30. (94-204V' Chairman Hawthorne excused himself from considering agenda items two and three due to a conflict of interest. City Engineer Pullen presented the staff report and recommended approval of the final replat with the recommendations outlined in the Presubmission Conference Report. Commissioner Mariott moved to recommend approval of the final ,plat of Tracts A, Band C of Southwood Valley Section 30 with staff recommendations. Commissioner Lane seconded the motion which passed unopposed (4 - 0). AGENDA ITEM NO.4: Consideration of a.finalplat of the Industrial. Park Phase ll. (94- 205) City Engineer Pullen presented the staff report and recommended approval of the final replat as presented. CQmmissioner Mariott J1loved to recommend approval 'of the final plat of the Industrial Park Phase II as presented. Commissioner Hall seconded the motion which passed unopposed (5 - 0). AGENDA ITEM NO.5: Consideration of a final plat ,of the Gateway Park Subdivision. (94-203) City Engineer Pullen presented the staff report, and stated that the purpose of this replat is to replace a, tempor8ryblanket . easement with permanent dedicated easements. Staff recommended approval, of the final plat with the. conditions outlined in the Presubmission Conference Report. Commissioner Lane moved to recommend, approval of the final, plat of the Gateway Park Subdivision with staff recommendations. Commissioner ,Mariott seconded the motion which passed unopposed (5 - 0). AGENDA ITEM NO.6: Consideration ofa preliminary plat of Pebble Creek Phase Four. (94-300) City Planner Keepresentedthe staff report and. stated that the proposed configuration differs slightly from the original approved, master plan but this design is better from an access standpoint. Lots will not be accessing directly to Spearman Drive but rather will be accessing from a rear alley. The property will need to be rezoned prior to filing of any final plats. Commissioner Hall, moved to recommend approval of the preliminary plat with staff recommendations. Commissioner Smith seconded the motion which passed unopposed (5 - 0).
