PLANNING:
The proposed name. of Williams Park for this subdivision will probably cause
some confusion with the existing Williams Court. Suggested Williams Park
Estates or Rock Prairie . Estates Phase II.

Suggested moving the oil well site west so it can have access to Wellborn Road.
With the abandonment of Arnold Road in Phase AS, there should be a through
street from Schaffer to Victoria and this through street will have to be in prior to
abandonment.
Relayed concern expressed by the. County over the abandonment of North
Graham Road causing.. an inconvenience to its existing users. Part of North
Graham . road is in Brazos County's jurisdiction and. must be included in the
process. . The . completion of Rock Prairie Road must be done before the
abandonment of North. Graham Road.
The design of Rock Prairie Road should be aligned with Gandy Road across
Wellborn Road if possible.
The proposed dog leg in phase B-6 should be changed to two cul-de-sacs and
then one could develop a. pedestrian right of way which could keep pedestrian
traffic off of Rock. Prairie Road and Welsh.
Be prepared, at the time of platting, to provide access locations in compliance
with · the proposed access ordinance for the commercial development along
Wellborn Road. Cross access between these commercial tracts will be
encouraged.
Nottingham . may need to be maintained as a 60' right of way . instead of the
proposed 50' right of way.
Sidewalks will be required along one side of all 60' rights of. way. The Planning
and Zoning Commission has the discretion to require sidewalks on other rights of
way.
Landscaping .easements and proposed buffers should be addressed as a part of
the zoning requests.
Redesign the areas that allow double frontage lots as requir~d in the Subdivision
Regulations, if possible. . ..

Residents in the Edelweiss Estates
Subdivision hit' the ceiling when they

The lIouston-based Begonia Corp. may
sellthe,9-acre tract ofland to the Texas
A&MResearch Foundation, if a rezoning
request is approved.
A&M's Research Foundation, repre-

zoned from , apartment use, to, heavy-

IMPACT STUDIES
Water & Sewer: Impact studies for the water show that ~e
existing water distribution system in the area is adequate to serve
this <ievelopment. The existing 30" lines along Wellborn and Rock
Prairie Road provide adequate. flow and pressure for the proposed
development. Sewer is provided to the site through 3 different
trunk systems. This is due to the topography of the site. The
northwest portion of the site sewers toward the adjacent
Southwood Vaileyareawhich is shown to have adequate capacity
for the additional acreage. The. central portion.is shown to have
sewer service to the existing lines in North Graham Road and
Arnold Road, which is shown to have adequate sewer capacity.
The southern portion of the proposed development is shown to
sewer into the proposed "Graham Road Interceptor" currently
being designed and to be constructed by the. City. This
interceptor is currently being designed to serve the Graham Road
industrial area and this southern portion of Williams Park.
Drainage: The impact studies. show that the majority of the site
drains to the east. A small. portion of the site drains to the west
and still another toward the north.. Detention will be provided for
the increased runoff. There is a need for multiple detention areas
due to the topography of the site. The impact studies do show a
large detention area provided in the proposed public park area
which' will be nearly 5 acres in size.
Traffic: Jmpact studies show that a substaIltial amount of traffic
wiUbe generated by these two developments. . How~ver, the
planned internal street systems for thedevelopmeIlts >will provide
internal circulation and accessibility to surrounding
thoroughfares. The TIA suggestth~abandonment of a section of
North Graham Road to . prohibit the movement of n()n-residential
traffic through the neighborhood. Staff agrees that this ,through
movement should not necessarily be encouraged butthere should
be provision for it to Occur. This provision .isma<iewith.the street
syst~m as it is designed and presented atthis time.. Through
movements cu-epossibIe to bOUI Wellborn and Rock Prairie
although not direct routes. SiInilarly, the TIAalso suggests the
abandonment ofa section of AffioId Road for the same reasons.
With this abandOnment staffrpconunends a connection between
Schaffer and Victoria in Phase A-I to provide for east-west
movement. . .

The local newspaper, The Eagle, publiShed an article tcday that suggested that we plan to' build a
plant designed to' clean radioactive and toxic wastes cn the land we are trying to' buy. We, cf
caurse, have nO' plans to' build aucha plant, O'r any facility even remO'tely related to' it. We want to'
buy this land primarily to meet city requirements associated with rainwater runoff retention as we
developaur buildings and parking lots on the land we already have. We also must meet city
landscapereqlJirements that specify a minimum ratio of landscaped area to' developed area. The'
city als9 raQuiresa screening between Our property and residential property so we need this land to
develapa scteenedbuffer zone between GERG arid our neighbors.
Apparently. a woman whO' lives in the neighbarhood called Be~onia Ccrporatian (tM saller cf the
land) last week. to ask what our plans were. Jim Crowell of Begonia said that he told her that GERG
may be buying the land in order to provide the needed expansiO'n of the septic (percolation) system
because there are no sewer lines out here. According to Kelly Ringham, a director for the local
horneoVfner's assaciaticn,this woman then researched the meaning of "percolation" and discovered
that a "percolation plant" is ane which cleans radioactive and toxic wastes. She did not want her
name to hp. Il~Ad so we atill do not know who she is. She wrottl up a notioe and distributed it to
the neighborhood homeowners. Somehow, the newspaper got involved and the published story
resulted.
The city is now in the prO'cess of constructing a sewer line that we can use, so any former need for
an expanded septic field has been eliminated.
The Geochemical and Environmental Research Group of Texas A&M University is an organization
devoted to research, teaching, and service in the areas of environmental monitoring, geochemistry,
and oc.anography. We provide environmental monitoring sarvices for the purpose of battering our
enviranment. We have no plans to develop a capability to clean radioactive or toxic wastes.

. contract with the Begonia Corporation for the purchase of approximately 8.9 acres of
land immediately behind the facility currently occupied by the Geochemical and
Environmental Research Group of the College of Geosciences and Marine Studies,
Texas A&M University. This purchase is subject to the approval by the City of
College Station for the re-zoning of the property and also to the approval of the
Research Foundation trustees and Texas A&M University officials.
Our intent in purchasing this property is to provide:
· a buffer zone between our existing facility and the residential area
· controlled area for water run-off
· the appropriate ratio of landscaped area to developed area
· additional parking area for the employees who work at this facility
The Geochemical and Environmental Research Group of Texas A&M University is an
organization devoted to research, teaching, and service in the areas of environmental
monitoring, geochemistry, and oceanography. We provide environmental monitoring
services for the purpose of bettering our environment.
The Texas A&M Research Foundation is an independent, non-profit service
organization. Our focus is to facilitate research and development with The Texas
A&M University System by providing administrative services and resource support.
We have no plans or interest in developing a capability to clean radioactive or toxic
wastes or a chemical processing plant.

Dear Neighbor,
You can now rest assured that the value and integrity of your home and
neighborhood are intact, despite a misunderstanding that got quite out of hand
last week.
As you may know, the Geochemical and Environmental Research Group
(GERG) is /Juying eight acres near Edelweiss Estates, Brandon Heights, Brandon
Cove and Williams Estates. As you also may know, GERG's plans for this land
were inaccurately reported in the March 3rd edition of the Eagle. The Eagle's
story was based on a rumor and, unfortunately/was published without facts
from the principal parties involved, namely the buyer and seller.
As the next day's news reports indicated, and as the enclosed statement from
CERC shows, the company is not building a facility to treat toxic wastewater or for any
other similar purpose. To the contrary, in fact, GERG is buying this land to ensure
a proper "buffer area" between their business and the surrounding residential
areas, and to provide a controlled area for water run-off. They also plan to use
the land for employee parking.
Several hours after the story appeared in the Eagle, the College Station
Planning & Zoning Commission met to consider a request to change the zoning
of this area from multi-family to light industrial. Because of the inaccurate
account in the Eagle, most of the 100 or so homeowners-and several of the
planning and zoning commissioners-came to the meeting with negative feelings
about the re-zoning request. All of these concerns received the attention they
fully deserved. In addition, GERG's intentions were fully explained, the City's
options for control in a light industrial zone were outlined, and, there was
general consensus that GERG's plans were considerably better than many
alternatives. After the Commission's thoughtful consideration, the re-zoning
request was granted. The folks at GERG have shown themselves to be good
neighbors, and we feel confident that they'll continue to be.
It's unfortunate that one rumor could get so out of hand and cause so
much fear and frustration. And that's our reason for writing. We want to assure
you that GERG has no interest in building a facility that would do anything to
damage a fine neighborhood. Furthermore, BrazosLand Realty would have no
part of such a plan. For one thing, it wouldn't be a smart business decision; but
more importantly, it just wouldn't be right. For a variety of reasons, both
BrazosLand and GERG have the same concerns and interests as you do-the
development and preservation of a first-class neighborhood.
And because we have the same interests, we're voluntarily adding more
deed restrictions which will help prevent the possible objectionable use of the
eight acres in question, just in case the land is purchased by someone else in the
future. This should result in the best of all possibilities for your neighborhood.
Although last week's events caused some confusion/it's apparent that
there was something very good to corne out of it-the strong display of concern
and willingness of homeowners to be involved in issues concerning their
neighborhood. This kind of involvement is important and should give each of us
the confidence that the neighborhood will be all that it is envisioned to be. To all
of you who took the time to attend the public meeting or otherwise show your
interest, we send a big THANKS.

The Geochemical and Environmental Research Group of Texas A&M University is an
organization devoted to research, teaching, and service in the areas of environmental
monitoring, geochemistry, and oceanography. We provide environmental monitoring
services for the purpose of bettering our environment.
The Texas A&M Research Foundation is an independent, non-profit service
organization. Our focus is to facilitate research and development with The Texas
A&M University System by providing administrative services and resource support.
We have no plans or interest in developing a capability to clean radioactive or toxic
wastes or a chemical processing plant.

Dear Mr. Mayor and Council Members:
I apologize that I am unable to attend your meeting this evening due to other
commitments; I, however, would like to express my thoughts concerning the
proposed rezoning of property next to Graham Road from R-5 to M-1 since I
live in the adjacent community.
I believe the Geochemical and Environmental Research Group (GERG) has
been a responsible neighborhood industry since they began operation on
Graham Road in the late 1980s. Their planned expansion does not propose
any danger to the neighboring communities and will allow GERG to continue
their current operations at this site. During discussions with others in my
community, it appears that the major concern about the proposed rezoning is
not about GERG itself but what type of industry could move into an M-1
zoned property in the future if GERG were to leave. Although this long term
concern should be discussed and weighed in your final decision, I believe
there are short term issues that must also be considered.
I am concerned that if GERG is not able to expand their facilities they will
need to relocate in the near future vacating property that is currently zoned
M-2. This means our comrp.unity could be faced with a heavy industrial
company moving into the M-2 zoned property on Graham Road in the very
near-term. In addition, if the current R-5 zoned property retains its R-5
zoning more duplexes will be built adjacent to our single family homes.
These additional duplexes will add many more cars driving through our
residential streets. Overall, denying GERG's request to rezone the R-5
property to M -1 will add traffic to our streets and could bring in heavy
industry to our neighborhood.
I must say that trying to balance or decide between the potential long term
concern of having M-1 zoned property close to a residential area and the

shorter term issues I have raised above is very difficult. After a considerable
amount of thought on this issue, I believe it is in the best interest of our
community to support the rezoning which will help to decrease traffic
through our area and to help keep heavy industry out of our area in the near
future. As for the long term issue, I hope our community will work with
GERG and the Research Foundation to ensure that neighborhood friendly
companies remain on the site.
