Case No.: 94-102
Request: Consideration of a rezoning request from C-N Neighborhood Commercial(1.10 ac.),
R-5 Apartments medium density(11.50 ac.), R-3 Townhouse(3.37 ac.) and R-1A Single
Family(3.37 ac.) to R-5 Apartments Medium Density (maximum density of 24 dwelling units per
acre).
Applicant: Phil Blackburn & Hartzel Elkins for C.S.L. of Texas, Inc. - owners

Location: On the south side of Southwest Parkway across from Central Park Lane

ZONING AND LAND USE
North: R-5 developed apartments and A-P developed office uses
East: R-5 developed church and A-P developed office
South: R-1largely vacant with a church approximately 400 feet to the south of the
southern boundary of this property. Although this property is currently zoned R-1 it is
reflected on the land use plan as high density residential.
West: R-3 developed as duplexes
Proposed Use: Multi-family development
COMPREHENSIVE PLAN
Land Use Plan: The land use plan as revised and adopted by Council as part of the 2818
Study reflects this property for medium and high density residential uses and some
neighborhood commercial uses.
Thoroughfare Plan: The extension of Central Park Lane through this property was
adopted as part of the 2818 Study. This right-of-way will be dedicated at the time of
platting.
Development Policies: No conflict
Parkland Dedication: Addressed at the time of building permit
ENGINEERING
Water: Adequate. May require extensions to serve the property and provide internal
circulation.
Sewer: May require limitation of the density depending on existing capacity available.
Streets: Adequate. Central Park Lane should be constructed as a part of the platting of
this property.
Parkland: Will be dedicated at the time of building permit based on the number of
units.

STAFF COMMENTS / RECOMMENDATIONS
This request complies with the revised land use plan as adopted in the 2818 Study. It
consolidates several tracts for multi-family zoning and will also result in the extension of a portion
of Central Park Lane.
The proposed zoning does not conflict with existing land uses nor with future planned uses.
There is existing R-1 zoning to the south but it is currently largely vacant with a church as the
closest structure some 400 feet away.
Staff recommends approval of the rezoning request.
