COMMISSIONERS PRESENT: Chairman Hawthorne, Commissioners Mariott, Smith, Lane, Gribou and Hall. COMMISSIONERS ABSENT: Commissioner Herring. STAFF PRESENT: Assistant Director of Economic & Development Services Callaway, City Planner Kee, City Engineer Pullen, Planning Technician Thomas, Transportation. Planner Hard, Staff Planner Dunn and Staff Planner Kuenzel. (City Councilman Hickson was in the audience.) AGENDA ITEM NO.1: Approval of minutes from the meeting of February 3, 1994. Commissioner Mariott moved to approve the minutes from the meeting of February 3, 1994 as written. Commissioner Lane seconded the motion which passed unopposed (6 - 0). AGENDA ITEM NO.2: Public.. hearing to consider a rezoning request of 19.34 acres located along the south. wide .of Southwest Parkway at the . future extension of Central Park Lane from eN Neighborhood Commercial, R-3Townhomes and R-IA Single Family Residential to R-5 Medium Density Apartments. (~I02)V City Planner Kee presented the staff report and recommended approval of the proposed. rezoning. This request complies with the revised land use plan as adopted in the EM. 2818 Study. It also consolidates several tracts for multi-family zoning and will also result in the extension of a portion of Central Park. Lane. The proposed zoning does not conflict with existing land uses nor with future planned uses. There is existing R-l zoning to the south but it is currently largely vacant with a church as the closest structure some 400' away. Sixteen surrounding property owners were notified with one inquiry. Chairman Hawthorne opened thepubIic hearing. Applicant Philip Blackburn of 1506 Southern. Plantation Oaks Drive approached the Commission and presented a schematic site plan of the proposed Windsor Station Apartments. He. stated that the majority of the subject property is zoned R-5 and the proposed rezoning will bring the property into compliance with the Comprehensive Plan. The design of the complex is in a courtyard fashion with the perimeter of the project surrounded by wrought iron fencing, berms and extensive landscaping. In terms of.living units, Mr. Blackburn stated that there could be a maximum of 336 units and a minimum of 304 units. The marketing strategy of the project has been targeted toward young professionals and not solely students. Chairman Hawthorne closed the public hearing. Commissioner Mariott moved to recommend approval of the rezoning of. 19.34 acres located along the south side of Southwest Parkway at the future extension of Central Park Lane from C-N Neighborhood Commercial, R~3 Townhomes and R-IA Single Family Residential to R-5 Medium Density Apartments. Commissioner Smith seconded the motion which passed unopposed (6 - 0).
