HomeMy WebLinkAboutStaff Report STAFF REPORT Case No.: Request: 94-101 Rezone from C-l General Commercial to R-4 Apartments Low Density (maximum 16 dwelling units per acre) Larry Landry Applicant: PHYSICAL FEATURES Location: On the south side of Southwest Parkway approximately 400 feet west of the intersection of Welsh and Southwest Parkway Area: 4.02 acres No. Lots: 3 ZONING AND LAND USE North: R-5 Apartments/Medium Density; currently vacant East: C-l developed as storage buildings South: R-l developed as A&M Consolidated parking lot West R-4 vacant / R-6 developed as Willowick Apartments Proposed Use: 4-plex development (15 buildings / 60 dwelling units) COMPREHENSIVE PLAN Land Use Plan: Reflected as high density residential on the front portion and low density residential on the back portion of the property. Thoroughfare Plan: No collectors or arterials reflected Development Policies: No conflict Parkland Dedication: Will be taken care of at building permit if residential rezoning is granted. ENGINEERING Water: Adequate; may require extensions to provide fire protection and internal circulation Sewer: May require limitations on density Streets: Adequate Drainage: Drainageway along the easterly side Flood Plain: Designated Flood Plain on the property. Flood elevations not established. STAFF COMMENTS / RECOMMENDATIONS This request would result in the continuation oUhe. apartment pattern that exists in this area. The low density residential Land Use Plan designation that exists on the back portion of the property is not likely to occur considering the configuration of property in the area and the fact that there is a common property line between this area and the A&M Consolidated bus parking lot. Due to the fact that the rezoning is in compliance with the Land Use Plan and is not in conflict with surrounding uses, staff recommends approval of this request.
