ITEM: Public hearing and consideration ofa request to rezone 4..02 acres along the south side of
Southwest Parkway approximately 4.0.0' west of the Welsh Avenue intersection from C-l General
Commercial to R-4 Low Density Apartments. Application.is in the name of Larry Landry.
ITEM SUMMARY: The applicant wishes to prepare the subject property for development as an
apartment complex consisting of 15 fourplexes. The Land Use Plan shows this area to be medium
density residential with the rear portion that abuts the CSISD bus barn as low density. The
surrounding area is largely developed as multi-family residential on either side of Southwest
Parkway.
FINANCIAL SUMMARY: Fiscal Impact Analysis shows a negative net revenue of $7,234
under the proposed development and a positive net gain of $25,695 at average C-l type
development.
STAFF RECOMMENDATIONS: The request.is in compliance with the Land Use Plan and
with the general pattern of the area. Staff and the Planning Commission recommend approval.
CITY ATTORNEY RECOMMENDATIONS: No concerns expressed.
COUNCIL ACTION DESIRED: Approval or denial of request.
