Upon further review and discussion of all amendment considerations, staff has numerous recommendations for amendments to the Thoroughfare Plan. Of the eleven (11) proposed amendments that were street widenings/extensions, or new streets, staff recommends approval of seven of them. In addition, staff recommends approval of a change in street classification for nine (9) streets. Please see the attached list. With regard to the revision to the Thoroughfare Plan for the area south of town bounded by Rock Prairie, Greens Prairie, and Wellborn Roads, staff recommends the "Pebble-Barron" over the "Bird Pond.-Barron" alternative. While both are viable alternatives, staff feels the community travel benefits of the Pebble- Barron. connection outweigh the regional benefits of the Bird Pond-Barron connection. Please see the attached maps. The pro's and con's of both alternatives will be reviewed and discussed at the meElting. This item is on the agenda as a Public Hearing and for P&Z consideration. Home of Texas A&M University THOROUGHFARE PLAN AMENDMENT CONSIDERATIONS Street Extensions Recommended For Approval 1. Walton, Realignment with Lincoln. This realignment would serve primarily as an improved Eastgate route between the campus and the Spring Loop area. It would also work well with the new signals soon to be installed on University Drive and the planned one-way conversion of Tarrow and E. Tarrow. However, it would require the purchase. of one or possibly two homes and would increase traffic on a residential section of Walton Street. 2. Cornell, Extension to Manual. This collector street extension would provide needed access to and between the Manual Street and Brentwood residential areas. 3. Manual, Extension to Dartmouth. This collector street extension would provide improved access to the Manual Street area and Wolf Pen Creek Park. 4. Eisenhower, Extension from Ash to Lincoln. This street extension would provide a needed north-south "side .street" between University. Drive and Lincoln. It would provide improved access to the Texas 707 commercial area which will be needed upon completion of the Texas Ave. widening project. Eisenhower Street will not be upgraded to collector status on the Thoroughfare Plan since this extension could be accomplished as a private drive. 5. SwitchStatibn Road, New Street from Appomattox in Windwood to the S.H. 6 E. Frontage Road. The development of this street was previously approved by Council as part of a Windwood plat and Phase 7 Development Agreement. It will help provide improved access and circulation to the residential areas to the east of the. Bypass. With the .1-wayfrontage roads, it will be especially needed once Appomattox is extended further south. 6. Colgate, EXtension from. Eastmark to. S.H. 6 West Frontage. With the 1-way frontage roads, this extension will provide improved access that is needed to the Colgate, Eastmark, and Wolf Pen Creek area. This extension is also shown on the Wolf Pen Creek Master Plan. 7. S.H.6 Overpass at Barron Road. The grade separations along S.H. 6 at Rock Prairie Road and Greens Prairie Roacl are over two miles apart. Grade separated crossings along freeway sections through urban areas should be about a mile apart. A grade separation along S.H. 6 at Barron Road would be a good location since it is located approximately mid-way between Rock Prairie and Greens Prairie Roads. Changes in Street Classification Recommended For Approval 1. Emerald Parkway. Change from Major Arterial to Minor Arterial. This change is recommended since a major arterial should not go through a residential area. 2. Longmire From FM 2818 to Rock Prairie Road. Upgrade From Collector to Minor Arterial. This change should be made due to Longmire's continuity and abutting high density land uses. 3. Rio Grande. Change from Minor Arterial to Collector due to lack of continuity and abutting single family land uses. 4. Manual. Upgrade to Collector Street. Manual is not currently shown on the. Thoroughfare Plan. With its connection to Dartmouth and abutting multifamily land uses, it warrants collector designation on the Thoroughfare Plan. Thoroughfare Plan Amendment, Page 2 5. Cornell. Upgrade to a Collector Street. Cornell Street is currently not shown on the Thoroughfare Plan. With its connection to Manual it will serve as a collector street for the Brentwood/Manual area. 6. Colgate. Upgrade to Collector .Street. Colgate is not currently shown on the Thoroughfare Plan. With its extension to the East Bypass, it will serve as a collector street for the Eastmark Subdivision and Wolf Pen Creek Park. 7. Woodcreek Drive From the E. Bypass to Stonebrook. Upgrade to Collector Street. This section of Woodcreek Drive is currently . not shown on the Thoroughfare Plan. Once connected to Faulkner in the Foxfire Subdivision, it will serve as an important residential collector street. 8. FoxfireDrive From Curve to Frost. This section of Foxfire Drive is not currently shown on the Thoroughfare plan. It is one of the primary roads serving the Foxfire Subdivision and should be reflected as a collector street on the Thoroughfare Plan. 9. Frost From Foxfire to Bird Pond Road. Frost is currently not shown on the Thoroughfare Plan. It acts as one of the primary streets in the Foxfire Subdivision and should be reflected as a collector street. on the Thoroughfare Plan More Study Needed / Still Up For Discussion 1. Kyle Street, Widen from Bush to Dominik. Council voted to install a median in Texas Avenue to restrict turns at the Texas/Dominik interSection which in turn will increase traffic on Kyle Street. The vote for the median was also an acknowledgement of a future increase in Kyle's function. Kyle Street is currently "at capacity" with over 8,000 vehicles a day. Widening Kyle could require purchasing all homes on one side of the street for this section. Due to the increase in traffic on Kyle over about the past decade, it has become a residential area in transition from owner-occupied to renter-occupied single family dwellings. Currently, 5 of the 26 homes along this section of Kyle are owner-occupied while the remaining 21 are renter-occupied. 2. Kyle Street, Extension. fromS.H.. 30 to Holleman. This extension is one of two alternate north-south routes between the Brentwood/WolfPen Creek area and SH 30 that should be considered. The extension of Stallings as part of the Wolf Pen Creek Master Plan is the other. This extension should not be considered if Kyle from Bush to Dominik is not widened. 3. Kyle Street, Extension from . S. H.3? to Cornell. This extension would provide an alternate north-south route to Texas Avenue between S.H. 30 and Southwest Parkway. It would increase traffic on Kyle and should not be considered if Kyle from Bush to Dominik is not widened. It could also require purchasing numerous single and multifamily homes. 4. Glenhaven, Extension from S.H.60lo Barak Lane in Bryan. Currently, Tarrow/29th Street is the only access between Bryan and College Station along University Dr. from Texas Ave. to the East Bypass. The Barak~Glenhaven connection would provide an alternative north-south route between the two cities and relieve .some of the traffic loading on;rarrow/29th. It is not yet on Bryan's Thoroughfare Plan but has been approved by their Planning and zoniflgcommission. This would be a costly extension since it is largely through a floodplain and would reql.JirElconstruction of abridge over Carter Creek.
