STAFF. COMMENTS:
Conditional use permits are granted by the Commission, subject to appropriate
conditions and safeguards, when the. Commission finds:
A. That. the proposed use meets. all the minimum standards established in
the. Zoning Ordinance for this type of use;
B. Thatthepf,pposedqseisinhatniony with the purpose and intent of the
zoning ordinance and the plan/for physical development of the district as
embodied in the comprehensive plan for the development of the City;

The land. use. plan for this area has .been the subject of recent study with the 2818
Extension Report. City Council has approved Office Commercial for this. area.
Currently, a few single family homes still exist. These are tw.o homes to the east of the
subJect site, and several to the west.
On January 21, 1993,tllisCommission granted the use of this property asa
veterinary clinic. All site . plans . for use permits must also . come before the Commission.
The PRCperformed its technical review of the.. site plan . on. March 17.. Some minor
additions and changes will be required before the plan should be approved.
TheJ>~Z;~as the discr~tioll. iI1 these cases to require screening. of this site from
adjacent residential property. The applicant believes that the neighbor to the east will
not wish to have a fence installed, whereas the neighbor to the west will want to see
one . installed. This issue should be clarified during the public hearing.
