Wolf Pen Family Recreation Center
Earlier this year the owners of Wolf Pen Center approached the staff about expansions to the
existing recreation center. . These expansions will include, in Phase One, batting cages, a
gymnastics center and a wind tunnel. Future additions. will include a skating center and go-cart
track.
The Design Review Boardlooked at the project 4-19-93 (see attachedDRB comments) and
again June 4, .1993 (comments attached). In between these two.meetings that staffmet with
the architect to discuss certain aspects of the project. Those notes are attached as well.
A main concernoftheDRB was how the wind tunnel and existing elevations of the structure
would be tied together from an architectural and aesthetic standpoint. The applicant addresses
this by matching.roofline elevations at entrances andby.continuing the blue color theme and
brick around the building. The DRB recommends that the north elevation entrance be
completed with Phase One although it need not be a functional entrance until the completion of
Colgate Street.
The applicant has also. submitted information relative to. parking req uirementswhich the staff
has reviewed and. feels. comfortable with supporting.
Other DRB . concerns were the condition of existing landscape islands in the front parking area
and the condition of the detention area along the north side.
The DRBdid recommend approval of the proj ect expansion with the applicant's addressirlg of
the issues pointed out in the various DRB reports. The applicant should have available at the
P&Z meeting colored. elevations and a colored landscape plan as well as colorsamples and
other material samples. T.here will also be a video explaining the wind tunnel concept.

The Wolf Pen .. Creek Design .. Review Board met today and. discussed the proposed
mural to be located. along the east elevation of the building along the East By
Pass. The B.oard agreed that . the . scale of the.. mural was too large and functioned
more as . a.billboard than an element.of the. building. They.suggested that the
architect scale down the drawing or darken <the 'background so that it does not
function as a sign. .....Them-uralshouldbegearedtowardspedestrians in the area
and. not traffic <along the East By.Pass.
The Board agreed to. meet on site with the artist to .look . at color samples, scale,
etc.

following. suggestions:
Removing the upper portion of the mansard roof where the existing
sign is located. ..The remaining mansard style roof could . be tied ililto
the roof of the . wind tunnel and a future Colgate entrance to the
building.
Suggested the use. of tJle existing bric.k in . the front to be continlled
around and .. tapered around .. the ...comers of. the . building. The brick
could be used asa unifying element to tie each portion of the
building together, future unattached buildings, pedestrian walkways,
and...landscapedislands. . The brick could also be used as .ian
architectural element in the building and site entrances.
The revised site plan should include all future temporary and
permanent entrances.
Suggeste.d the uses of brick and color to tie the rest room building
into the rest of the site.
The piece of plywood left after the first renovation, located between
the. front double doors, should be covered with brick.

The. Wolf Pen . Creek Design Review Board (DRB) reviewed the above mel1tioned
parking lot plan Wednesday, April 14, .1993. . The Board primarily . addressed
architectural and aesthetic > concernS . and. agreed that the proposed moving of the walls
along the south and west sides of the building can be done at this time with appropriate
building permits prior to DRB approval ofth~ site plan. A technical review of the site
plan will be conducted once revised site plans are submitted addressing the following:
COMMENTS & CONCERNS:
The Board expressed concern of not having a more detailed development plan of
the entire site. The proposed phasing of the project is acceptable; however, the
Board would like to see a detailed drawing showing the project upon completion
with appropriate phase lines.. The revised plan should include how each phase
will tie into the existing development and how Colgate Drive fits into t11e site.
All of the architecturalimprovementsan.dvegetativescreening may not be
required with the first phase; however, the Board would lil(e to see those
elements and how they .effect. the overallsite.

The Wolf PenCr~ekDesign Review Board (DRB) reviewed the above mentioned
parking lot plan Wednesday, June 2, 1993. The Board recommended approval of the
site plan and recreational uses with the following comments:
DESIGN REVIEW BOARD:
The north elevation facade is critical to the aesthetics of the site and should be
installed < as part of the first phase. The entrance does not have to be functional
orextel1dedfrol11. the 'building as long as the architectural elements are installed.
If the applicant would like to use the facade as part of their attached signage, it
should be shown on the....site .plan priof. to the..Planning and ZoningComlnission
meeting.

The computer modeling done to estimate the noise levels has been
completed. I have enclosed two .exhibits: the "Resubdivision Final
Pl\at ofBlock"Bn ,/EastMark Subdivision, Phase II; and the "Wolf
Pen Cree~CorridorStudy, Schematic Master Plan". Each oj: the
exhibit.s has been annotated w.iththe noise levelscalculatE:!d at
100, 200 and 300 feet away from the tunnel.
These initial values will need to be adjusted to take into
consideration motor noise and dampening from the shroud aroun,d the
propeller and the wind break fencing. The final estimates will be
somewhat lower than those shown on the enclosed exhibits.
The modeling has taken significantly longer than anticipated and I
hope to have the final estimates and a letter report detailing the
assumptions, methods and interpretation of the results by July 1,
1993.
I spOke to Neal Coats, in the CityA,ttorney's office on Friday,
June 18, 1993 and . briefly reviewed the initial results and the
anticipated comple.tion date. He recommended I submit these
preliminary estimates to yOu prior to Julyl, 1993.

will enter the tunnel and float up to a maximum of about 20 feet.
Moore . is.. concerned about violating the Noise Ordinance . Current
plans are. to build 60 <feet off the colgate.R-O-W.. He is con-
cerned about the llois~ level at the surrounding property lines,
particularly across ...the . exten~donof Colgat7" I said it is
likely potential neighbors will complain if the noise is too
great, particularly if the use ..isa hotel.
Moore will use an electric mo~or to cut down on,noise. The noise
from the top of the tunnel should not be loud because the tunnel
is pointed upward. Noise levels inside the tunllelareestimated
at 90 to 100 dB. The loudest noise will be generated from the
air intake areas under the tunnel. ....... Moore said Dr. NeilCorkin at
A&Miscalculatingthe noise at set distances.
Moore asked if, current plans include extending Colgate and I said
I would. check. He also asked how wide the R~O-Wwould be.
Isuggested.somewaysto.minimize the noise, like moving back
from the R-O-W"berms ,landscap~ng,and shortened hours of use.
The propeller will always be on during open hours due toelectri-

I said the tunnel would have been evaluated for high noise re-
gardlessofwhetherthe levels of 55 and 66 dBs had been added to
the Noise Ordinance. I said the ordinance has no variance prOce-
dureand ..thati.ncreaed.ng'i;.he daytime noise level. would have to be
justified. I also said there is probably noway the amphitheater
"noise area" could be extended to the bow.lingalley area.
I also asked Moore for more information on DC-4s.
Pullen saidthe.ColgateR-O-Wwonld.be 60 feet. Pullen also sug-
gested Moore call Steve Esmond who has done the noisestudies, for
theoiljgaspermits.

Dear. Committee Members,
Mr. & Mrs. Ernie and Martha Camp, owners of the Wolf Pen Bow.ling
Center ,7.500<East Bypa.ss,C ollegeStation, have requested from my
agency ~ preliminary design for mural work to be submitted to your
committee for approval. Enclosed is a color laser copy of t:he
preliminary concept. The background color for this design would be
a shade of off-white or bone white. The background would be painted
in a flat color with the image areas painted in semi-gloss colors.
The graphics would be applied directly to the existing wood-~panel
fa~ade. On either side of the graphics area would be the exist,ing
brick in its natural color. Above the graphics area would be the
blue color on the Mansard style roof. The graphics fa~ade is lighted
at night by two recessed flood lamps.

STATEMENT OFOB}ECTIVES
The primary purpose for my mural work and large scale graphics is . to make art
available. to the general public. I achieve this objective through the employment of ..
public..artwork commissioned primarily. by local businesses. This constitutes the
commissioned piece as pu1>.lic art for commercial.. use.. 1. define ..commerci~l use as
the promotion toward the theIne of one's business. This definition differs from the

Billboards are the murals > main competition .because. both employ. the same scale.
However, murals operatein a very different manner. . A billboard's message is
purposely simplistic,. designed to be viewed by the occupants of speeding
automobiles. Althollghtl1emessage of the mural can be seen from a speeding
automobile, the mural has agr~ater value~ Many murals employ an intricate
anlOuntofdetail which is only seen at dose inspection. A successful mural will
appeal.. to the. simplicity the highway . demands and the complexity. the pedestrian
demands.
There are several demands which must be addressed when one begins the design of
a muralo Ther.earethe physical demands. such. as. the..dimensionsof the area to be
painted, the type of surfac~,orientation to. the elements, and fiscal budgets. It is the
relationship. of the artwork to the environment. however, which interests me the
most. A commercial mural must meet three basic criteria. These criteria are:
1) Identity
2) Relations"ip
3) Inspiration
The artwork must be readily identifiable to the viewer. Ifaviewer,either auto or
pedestrian, can not easily ,and immediately identify with the subject matter of the
mural then the mural will.no longer hold the attention of the viewer. A
commercial mural of any value mustcomm.and the attention of the viewer. The
mural must also have a relationship to the business it is promoting. It is imperative
that the artwork is sensitive to the environment in which it is seen. Ideally the
artwork will suggest a thought or action associated with the business as to inspire
the viewer to think of that activity. lEthe viewer begins to think of this activity then
it.increasesthe chances that they will interact with the activity. This activity now r
creates a positive commercial value. The greater the inspiration from the graphics
creates a greater interaction with the business and thus a greater commercial value$
To sum up my overall objective with a commercial mural, it is to .make artwork
available.to the . general public, to..promote the.. commerce .of those. who. commission
the work to be done, and to inspire the community to interact with the activity
depicted.
