Approval of the minutes from the meeting of February 4, 1993.
Commissioner Gribou moved to approve the minutes from the meeting of February 4, 1993 as presented.
Commissioner Mariott seconded the motion which passed unopposed (6- 0).

Staff Planner Kuel1zel presented the staff report requesting a conditional use permit to allow the addition
of parking and two main structures for classrooms, cafeteria and gymnasium for the Oakwood Middle
School. The school plans to demolish nine buildings, six aluminium temporary types and three permanent
brick buildings..... The two proposed structures will consist of. one. 49,350 square.. foot building on the east
side devoted to classroom space and one 22,664 square foot building on the west side devoted to a mix of
classroom'ocafeteria and .gymnasium.uses.As a .part .of the renovation, the school will be adding 79 new
parking spaces. Ten of these are to be located on the east side near the existing gym and cafeteria. The
configuration of this lot does not meet the 8' required setback for a parking area and the school will seek
a Zoning Board variance to this requirement. According to the applicant, the site should be able to
provide the school staff with enough parking. The. Project .. Review.. Committee expressed some concern
regarding the adequacy of parking during evening activities such as night classes and other routine evening
meeting~. . III addition to the additional information that should be shown on the revised site plan that the

Jim Singleton of Burleson and Singleton Architects . approached the Commission and explained that the
new plan helps....to remedy problems associated with the o.verall congestion of the site including staff
parking, bus traffic, deliveries, dumpster pick-up and pedestrian traffic. By controlling the traffic in this
area more effectively, the new plan should alleviate most of the traffic problems of the neighborhood.
Chairperson Hawthorne closed . the public.. hearing.
Commissioner. Smith questioned staff as to. the issue of closing Holik Street.
Transportation Planner Hard explained to the Commission. that when the Holik. Street ,issue was
investigated ffi'1989, it was determined that the , best alternative would be to close this street; however,
with the proposed design and reduced pedestrian traffic, allowing Holik . Street to remain open seems to
be the best alternative.
Commissioner Gribou moved to grant a conditional use permit to. allow for the expansion of the Oakwood
Middle School located on the southwest . corner of Holik and George Bush Drive with all staff
recommendations. Commissioner Herring seconded the motion which passed unopposed (6 - 0).
AGENDA ITEM NO.3: . Public hearing to consider a conditional use permit request for the use only of
a fire station to be located in the Shenandoah Subdivision. (93-705)
Staff Planner Kuenzel presented the staff report for the use only of a tire station to be located on the
northwest comer or Southern Plantation Drive and Highway 6; adjacent to the Plantation Garden Nursery.:
The site plan for this facility will come back before the Commission for approval ata later date. At that
time, the Project Review Committee will. review the. .plan and .make . recommendations. Eleven

Chairperson Ha\vthorne opened the public hearing.
Assista~t Fire Chief Dave Giordano approached the Commission and explained the goals of the fire
department. In.a 1989 Fire Station study, it was determined that the current fire station coverage is
deficient in several. areas.. including the 4.5..minute. response time to emergencies. The. . largest area of
deficiency is from Rock Prairie Road south to the city limit line. Currently, responses in this area is up to
8 minut~s. In order to correct this problem and as the first phase of along range fire station program,
fire station number three is proposed to be located in the Shenandoah Subdivision.
Terrie Wendel, representative of the owner, ,First American Bank, approached the Commission and
offered to answer any questions pertaining. to the proposed. request.

Commissioner Gribou.moved to grant a conditional use permit for the use >only of a fire station to be
located in the Shenandoah Subdivision, on the northwest corner of Southern Plantation Drive and
Highway 6, adjacent to the Plantation Garden Nursery. Commissioner Lane seconded the motion which
passed..unopposed .(6 - 0).
AGENDA ITEM NO. 4: Consideration of a master preliminary plat and plan for the Pebble Creek
Business center. (93-302)
City Planner Callaway presented the staff report and recommended approval of the master plan and
preliminary plat with presubmission report comments and recommendations from the impact studies. He
explained .that representatives from. the consulting . firm hired by the City of College Station were present
to further explain the proposal.

The Project Review . Committee met on Wednesday, February 3, 1993 to discuss the
above mentioned conditional use permit request. The following comments were made
by the various reviewing agents:
PUBliC SERVICES:
Recommended. that. at. least. two. receptacles be. placed at . each of the two
proposed locations. .... . Each of the locations must be screened from all public
rights-of-way. Coordinatescreeningrequire>ments and accessibility . with Sanitation
Superintendent Jim Smith at (409)764-3690.
The developer is responsible for any surface damage done to Holik Street during
construction.

PLANNING:
Provide a parldng.l~gend . to inc;ludethe existing. parking~ . proposect. parking and all
handicap parking spaces. . Distinguish between visitor and.. staff parking.
Note which buildings will be demolished and . show the proposed. phasing of the
project.
Existing parking areas will need to berestriped if striping ,has faded.

the Plannin.g and Zoning Commission meeting scheduled for Thursday, February
18, 1993.
Show the number of fixed seating for the auditorium. The Commission may have
some concern with. the night activity of the site and the small amount of parking
available.
Show.proposedcrosswalk.locations. on Holik.
Expressed concern with the parking lot to the. rear of Oakwood East near the
gymnasium andicafeteria having two access <points. onto Holik. . However,.. the fire
department needs two access points due. to the lackofan.80'.turnaround. Staff
will.discuss . this configuration. to see. if.. a compromise can .be. reached.. A.variance
will have to.be granted by the Zoning Board of Adjustment to the 8'. setback
requirement between the parking lot and Holik Street.
The .. traffic. impact analysis needs . to. . address the. bus circulation. including
anticipated bus routs and additional. traffic .on Timber Street. These traffic issues
should be addressed. prior to the public hearing.
Note all curb .and entrance radii.
Submit sign elevation drawings to.. be. . considered .. by the Planning and Zoning
Commission as part of the conditional use permit application.
Easements will have to be obtained for any existing utilities located on the Jimmy
Holik. tract. To dedicate these easements,. the Holik Estate will have to be a
party to the final plat.
P &Z REPRESENTATIVE:
Expressed concern with the lack of.sidewalks and bikeways to. facilitate the heavy
pedestrian traffic around the entire site, including. the baseball park and existing
areas.
Encouraged the. representatives meet with the surrounding property owners to
discuss the proposed site plan to make them aware of the proposed changes.
Suggested that the Timber Street drop-off location be utilized to relieve traffic
from. Holik Street.

FIRE:
All fire lanes must be marked.. in . · accordance with.. the fire lane ordinance.
Coordinate requirements with Fire Inspector George Spain at (409) 764-3781.
A fire hydrant must be placed within 300' (as the hose lays) from the furthest
point of any building.
The existing . parking lot . of Oakwood West. located to the rear of the site along
Holik, is not in compliance with the current fire lane ordinance and needs to be
reconfigured to allow sufficient turnaround and accessibility of emergency
vehicles.
Submit. sprinkler plans with the building construction documents.
WATERIW ASTEWATER:
Label each of the pages as existing or proposed.
Label the match line on the proposed drawings.
Correct the scale on the first . sheet... of the.. existing drawings.
Show all existing and proposed water and sanitary sewer lines on the plan view.
Show final layout> of the.proposedwaterand sanitary sewer lines including water
line extensions and proposed sanitary sewer relocations.

prior.to beginning design work for the.proposed sewer.line relocation.
ENGINEERING:
Contours should be shown on ..a. separate sheet and maybe on the landscape plan
if it is still readable.. Suggested that the . drainage .consultant contact Project
Engineer Deborah Keating at . (409).764-357.0 to discuss the impact study.
A drainage development permit .isrequired prior to . any site work.. Coordinate
permit. details.. with... Proj~ct · Engineer Deborah Kea tingat . (409) 764-3570.
The Anderson Street right~of~way acq-ui~~tion will effect the asphalt parking shown
near the single story<brick . building located. on the southwest ..comer of Anderson
Street and George Bush . Drive. Once this .. issue is resolved, the necessary changes
should be made to the revised site plan.
Darken the dimensions for the driveway widths to make them more legible.
Provide . sidewalk, parking ..lot and .handicap ramp details on the construction
documents.
Make the street right-of-way widths.bigger and broader to be more legible.

proposed.. renovations. . The cost. of burying these utilities .should ... be . discussed
between. the city and the school district. . Once the electrical department receives
a letter from the . school district requesting underground. utilities, .. the city will
begin the design work.
Since Holik. is to remain a public street, sufficient street . lighting must be installed
to meet current ordinance requirements.
Submit load .data. and proposed service locations... An outside disconnect will be
required. on. all new buildings or existing buildings that. are to be remodeled.

there are not easements covering the. existing utilities, said .easements must be
obtained.
BUILDING:

G.T.E.:
Contact the telephone company prior to renovation and give them the location of
the . administration... buildings. on. both tracts... The. telephone company.will place
their facilities to theadministra tionbuilding ( demarc point) and the school will be
responsible to tie .the.buildings..together. . The.school..will.have.to buy the existing
lines if they are to. be used. . Coordinate telephone service with G.T.E.
