streets. Access and child drop off points for the
new schools will be taken off Timber, Holik and
Anderson Streets.

STAFF COMMENTS:
Conditional us.e permits are granted by the Commission,subject to appropriate
conditions and safeguards, when the Commission.. finds:
A. That the proposed use meets all the minimum standards established in the
Zoning Ordinance for this type of use;
B. That the proposed use is in harmony with the purpose and intent of the
zoning ordinance and the plan for physical developIllentofthe district as
embodied in the comprehensive plan for the development of the City;
C. That the proposed use will not be detrimental to the health,\Velfare, and
safetyofthe surroundingneight>orhood or its occupants, nor be
substantially or permanently injurious to neighboring property.

TheP.R.C. reviewed this project on February 3, 1993. The schoolplans to. demolish nine
buildings, six aluminum temporary types and three permanent brick buildings. The two
proposed structures will consist of one 49,350 square foot building on the east side
devoted to dassroomspace and one 22,664 square foot building on the west side devoted
to. a.. mix of classroom, cafeteria, and.. gymnasium. use.
As ap:art. of the renovation, the school will be adding 79 new. parking spaces. . Ten of
these are to. be loqated on the east side near thee:xisting gym and cafeteria. The
configuration of this lot does not meet theS' reqllired setback fora parking area and the
sCl100lwill seeka.Zoning Board variancetotl1isrequirement. According to the
applicant,. t~e site should be able toprovi4e the school staff with enough parking. The
PR.Cexpressedsome concern regarding t~e adequacy of the parking during evening
activities such as night classes and other f0utine evening meetings.
The PRC.alsorequestedthe school. to address. bus circulation issues.
In addition to. additional information that ~hauld be shown on the revised site plan that
will go to the P &Z, the applicants will need to submit a landscaping plan and sign
elevation drawings. '
CSISD is currently working with the staff:on a development agreement that will go to
Councilfor.theirapproval. . Several of the items that will be contained in.this
development agreement are as follows:
CSISD will grantthe City an easement with a maximum width of twenty (20') throughout
the property for the relocation of the sewer line affected by the project. City shall be

responsible for the engineering and construct~oncosts as well as the future maintenance
of this line.

CSISD willdedicatetothe City twenty (20') 9fadditionalright-of~way along Anderson
Street from George Bush Boulevard to Park~lace Street for widening and improvements
to Anderson Street. City. shall be responsible! for the construction of the Anderson Street
improvements and the. costs thereof. '
CSISD will dedicate to the City. ten (10'). ofa~ditional right-of~way along Timber Street
from George Bush Boulevard south approxinJ1ately one hundred feet (100'). City shallbe
responsible for<the construction of the Timbe" Street improvements and the costs thereof.
City will delay the submission of the final (a~~built) plat until completion of the project.
