That .theproposed use meets all the minimum standards established in the . Zoning Ordinance for this type .of use; B. That the proposed use is in harmony with the purpose and intent of the zoning ordinance and the plan for physical development of the district as embodied in the comprehensive plan for the development of the City; C. That the proposed use will not be detrimental to the health, welfare, and safety of the surrounding neighborhood or its occupants, nor be Sllbstantially or permanently injurious to neighboring property. (See Sec. 14, Ordinance 1638) TheP.R.C. revieWed this project on December 28, 1992. The applicant was asked to supply a floor plan to determine occupancy loads. To date, none has been submitted; however, the ratio should be set before the P&Z meeting. At this time, staff is assuming . that the business will essentially grow from a potential occupancy of 30 students (set by the P&Zwhentheoriginal Conditional Use Permit.. was granted) to a combined occupancy of 130 students (100 in the additional lease space). .At the time the first Conditional Use Permit was considered, there had been a concern for parking. The center supplies .25 . parking spaces, which is actually more than most other sites. in the Northgate zoning district. The Zoning Ordinance gives the Plans Review Committee discretion to.. require parking when possible; however, unlike other commercial districts, there are no predetermined requirements for parking. If the center were in a C--ldistrict, it would have to supply 32 parking spaces. ... A maximum of twenty five percent of the total leasable space would then be allowed to be used for intense purposes.
