A Pre development Meeting was held Wednesday, .December 23, 1992 to discuss the above
mentionedc.onditional use .permit request. The following comments. were made by the various
reviewing .agents:
PLANNING:
Have theexistingunuseddumpster.removed..from this site.
Coordinate the determination of maximum occupancy loads, handicap parking spaces,
number of exits and necessary bathroom fixtures with Building Official Coy Perry at
(409) 764-374-1.
WATERIWASTE WATER:
Show. the . distance to the..nearest fire hydrant.
SUBMIT ANY ADDITIONAL INFORMATION THAT SHOULD BE INCLUDED. IN THE
PLANNING AND .ZQNINGCOMMISSION.PACKETS.BY .WEDNESDAY, DECEMBER

Bruce Jackson1Architect for ARA. Living Centers, informed the
Cemmissien that the. applicant has propesedtorelocate.. the interior
laundry facility . and create anefficeare(i where < the laundry ence
existed. If tl;1eservice drive. were required to be> paved prior to.
appreval ,the applicant may discard the project~ntirely due to. the
increased cost. Mr.> Jackson stated that the service <drive should have
been addressed during the annual licensing of the center instead-of
during a... ....smal..l..... remodeling. proj.ect.
Chairpersensawtelle agreed that the service drive should have been
addressed... prior ..to application ofaconditionaluse>perniit.
Mr. Colson stated that the applicant should not have to do such
extensive <work, such as paving a service drive, in order to complete a
slnall.addi tion.

Fire Marshal would prefer that the service.drTvehepaved but did net
require it because the applicant is improving the safety of the
existing structure by relocating the interior laundry facility.
Mr. Dresser moved to approve a conditional use. per,mit to allow an
additien to the Brazos Valley Geriatric Genter lecated at 1115
Anderson. Mr. Colson seconded the motion which passledunopposed (5-
0) .

Staff Planner Kuenzel presented the staff report requesting a
candi tionaluse permIt to allow a tutorial service for approximately
150 - 250 University students with a maximumofslxempleyees. . The
targeted clientele will be TexasA& M University students living on
campus or in close proximity or who utilize University bus systems for
transportation to campus . For those s.tudentswhowill. not be able to
walk to ....... the site , an agreement wi th the owners of the Mud Lot is
currently being negotiated. Twenty-eight .preperty owners within 200 I
were notified with two letters in oppositionrec.eived.

Applicant Bill Varvell approached th~ Commission and advised
members to review the two letters of opposition and consider
concerns as to parking.

Mr. Colson stated that the useper-mit should be granted because
northgatehas no parking requirements. The majority of students using
this facility live encampuswit.hinwalking.distance or have access to
some .other type of Universitytran9pertation. The Cemmissien ..<will
havethesameparkingconcernswher~.ver the applicant relocates. A
location clesete campus wirlc~uge the same type traffic congestion
as in the Northgate zoning district.
Hall stated that the tutoring center will create additional
traffic congestion and deficientiparking,only addingt9anexisting
t.raffic hazard. . There . is. net . adeq.uate parking availfble. in the
northSJate area nowiffiuchless.with 250 students remaining in the area
for two hours ata time.
Chairpersen Sawtelle stated .~hattheincreased need fer parking will
negatively.. effectsurroundingbu.s.inesses and harm existing merchants
in. .the .Northgate..area.
Mr.. Hall moved to deny the request fora conditionaluseperrnitto
allow> a classroom tutoring <center to be located at 315 Patricia in the
Northgatezoningdistrict. Mr.. Dresser seconded the motion which
passed 4 -1 (Mr. Colson voting in opposition of the motion).

Planning Technician Thomas in.formed. the Commission that the meeting
scheduled for Thursday, July 4, 1991 was cancelled due to the
,Independence Dayhol.iday.
Adjourn.
Mr. Colson moved to. adjournthem~eting of the Planning and Zoning
Commission. Mr . Dresser seconded the motion which passed unopposed
(5-0).
