Well, I don't care what Mr. McGowan says, it still looks exactly the way it looked when it was a parking lot - With
the railroad ties, outlining the perimeter and the ' interior parking rows, . and some gravel is still exposed. You might
want to take a drive over there before you take his word for' this. Perhaps if he lines the curb with the ties that are
outlining thenono-existing parking lot people will find it harder to jump both the curb and the rrtie!

His name was Mark McGowen and Ijust got off the phone with him. Shirleypu11ed the.old files and the most
recent correspondence was my letter to him in October of last year. According to Mr. McGowen, the parking is
occurring without his approval from the surrounding apartments'especiallyon game day, and ,that the vehicles are
jumping the curb and going around obstructions to park there. , He mentionedtowiIlg, but didn't say that he
actually,towed anyone. I informed 'him again, that the parking is illegal unless'a.permanent lot is constructed. He
mentioned'that he'hascontracted some.engineers.to draw up plans for recreation,ateas such'as a basketball court,
volleyball court, 'etc. to be constructed on the lot instead of parking. He said he would contact liS when they are
ready to proceed with that project. I'mnotsu.re what else can we do at this point, unless we consider it a serious
enough problem to spend the time to ,gather.evidence that they are . operating an' overflow lot illegally" ie.
documenting license plates, engaging West services, etc. Let me know if you have anyideas.

Nothing came ofit,othetthan a guy claiming it was unfair since the mud lot was allowed to exist. I did send him
a code enforcement letter-whichshouldbe in the file -alongwith copies of all the correspondence we had with
the previous contact for Lodgeco..Since,then, I had observed (fromTx. Ave) thattherewere'riocars in the lot - 'at
least during the couple ,of times I thought to glance over fromTx, but I didn't get to verify whether or ,not' the lot
was blocked off to vehicles.
I also received an inquiry recently about a possible cell tower on that site. Don't rememberthe details, but could
find them in.my call log, with time.

Temporary Parking Lots
RE:
The Zoning Ordinance normally requires ,all parking areas to be paved,
curbed, landscaped, and to meet, all diInension requirements. However,
the Ordinance also provides for teI11pbraryoverflow parking areas where
the existing lot meets all current requirements but it isfourtdthat
additio:Ilalparking is needed. The Conunission has the discretion to
grant such permission for up to one year when all applicable standards
are met. ThePRC ..reviewed this request and found that standards 1-5
(see attached) 'have been addressed. In addition to these requirements,
the applicant must install 4 inches of gravel instead of the proposed 2
inches to meet Drainage Development Permit . requirements. The
Commission has the authority to further review" the request for
compliance ,with the ,additional 6, criteria that are listed after the 5
standards. At the end of the twelve'month period, the'site. must either
corne up to code or be returned to its original state.
