SEcrION 9. MINIMUM PARKING REQUIREMENTS
9.1 PURPOSE: It is the purpose ofthts section to establish the guidellnesfor off-street parking
spaces >consistentwith the proposed . land use.. to:
1. Eliminate occurrence of non-resident on-street parking tn adjoining neighborhoods.
2. Avoid the traffic congestion andpublicsafety>hazards caused bya failure to provide such
parking space.
3. Expedite the Illovementof trafficonpubl1cthotoughfares ina safe manner, thus increasing
thecatryin.g. capacity of the streets andreductng the amount of land required for streets,
thereby lowering the cost to both the property owner and the City.
9.2 OFF-STREET PARKING SPACES REQUIRED: In all distrtcts. for all uses. at the time any
buIlding or structure is erected . orenlargedortncreased incapacity. or at anytime any other
use isestabltshed. there. shall be provided off-street parking spaces for motor vehicles in
accordance with the requtrements specified . herein.
A. DrMENSIONSANDACCESS . (See.. illustrations at end. of this . section) :
1. Each off-street parking space. for automobiles shall. have an area.ofnot less than nine
feet by twenty feet (9'x 20') ~Aneighteen foot paved space may be utilized where an
additionaltwo. feet (2'). of unobstructed area is provided . for vehicle overhang.
2. Each. off-street parking space for truck unloading shall have an adequate unloading
area.
3. EachparkiIJ.gspace.and.the maneuveringareatheretoshallbe located entirely within
the boundanesof the building plot except as set forth InChapter 3. . Colleg e. Sta tion City
Code.
4. Thereshall.beadequate.provisionsfor.ingressanrlegress to. all parking . spaces. and
there shall be adeq\.late manetlvertrtgspace to eliminate backing into pu bUc right -of-way
on maJ()r,artenalor collectorstreets a~reflectedinthe SOlIlprehensive Plan for the City
of College Station. (>irculation aisles between qr adjacentto head-in (90 degree) parking
spaces shall beamintinum of twenty -three (23') feet.in width . One way circulation aisles
with angled parking shallbe amirIimuIll oftwenty(20'lJeeLAlI other circulation aisles
shall be determined by theproj ecl Review Committee .
5. Aralsed island..I1ot less than six(6) Inches in height and not less than eight (8) feet m
width shall separate publiC right-of-way from parking areas.
6. A ra1sec:lisland, notless than six (6) inches in height and encompassing not less than
one hundred eighty-LISO) square feet in area with a bottom contiguous with existing soil,

fa) INTERIOR PARKING: At both ends of every single parking row ,regardless of the
length of the row.
(b) PERIPHERAL PARKING: Between every twenty (20) parking spaces.
7. A raisedisland~noUess than six (6)1nchesin height and encompassing not less than
three hundred sixty (360lsquareJeetinarea with abottom contiguous with existing soil,
shall be located atboth ends of every double parking row regardless of the length. of said
row.

C; DEVELOPMENT ANDMAINTENANCEOFPARKINGAREA: Every parcel ofland hereafter
used as a pl.lblicpar~aI"ea,1nduding .. commercial. p~rldng lots,. automobile, farm
equipment,mobiIe home. traller, or other open -airsales>lot. shall be developed and
maintained maccordance . with the reqtiirementslI1thissection.
D ~ SURF ACING: Except asotherwiseprovided.a11 off-street parking areas shall be constructed
with a minimum allowable parking Iotpaveme.ntof 1.5 mchesofasphaltpavementon top
of ~iXinchesof limestone base. A 6 inch raised concrete curb shall be required around the
entire perimeter of the . lot and around aninteriorisIands.Desi~nfor pavement and curbing
must meet minimum standards as depicted in Exhibit A. "ariances to the standards may
be approved by the Planning and ZqhU1g Commission. All off-street parking areas shall be
installed graded to drainandmaintatiJ.ed so as to diSP9s~.of. surf~ce water. accumulated
withinthe area. Parking spaces shall be so arranged and marked as to provide for orderly
and safe parking of vehicles.

E. LIGIITING:AlI lighting fixtures used to illuminate an off-street parking area shall be
arranged so as to direct or shield the light away from any adjoining >residentialpremises.
F. TEMPORARY PARKING LOTS: When . additional parking, in excess of what. the. zoning
ordinance requires and I .or in excess of what was . installed when. a facility first opened, is
necessary to accommodate businessor patronage that wasunanttcwated when the facUity
first opened, this park1I1.gtpaybe suppliedusingthe standardsbelo'F' All such parking lots
must.recelve sIte plan approval from the.PlafiJl1ng &.Zoningcomtpission following the site
plan review procedures ()Utl1ned in section 10 of the zOnirlgordinance. Ifthese standards
are allowed, the parking lot Illay exist on atemporarybasi~,notto exceed 12 months. The
beginning. date of the.12 month period shall be .determmed by the Commission.
STANDARDS

approved by the City Engmeer.

3. Entrance to the lot from any public right-of-way is at the discretion of the Commission
based on recommendation of the>Ci tyEngineer.
4. When entrance is allowed to the lot from a public right-of-way, that portion of the
entranceloca.tedintheright-of-waY<Itlustbe paved With an all weather surface as
approved by the City Engineer.

FIITIJRE COMPLIANCE
At the. end of the 12 month penod thelot>mllstbebroughtupto full compliance with parking lot
standards applicable to the use as required by theZoning Ordinance. or. the . lot including all paving
material, mtlst be removed and the area fio longer used for the parking of vehicles. If. the lot is
removed, the area must be sodded, seeded or hydromulched with grass within 10 days of removal.
Driveway access shall be removed and curb and gutterreplaqed.
