The Zoning Ordinance requires site plan approval before any developnlent activity. Although a site plan for this project was approved, the work required as a condition of site plan approval has not been completed_ The expansion \vas.alsoconditioned on the addition of parking to result in no net loss ,.of spaces \vhen the expansion approval" \vasgranted by the Zoning Board of Adjustlllent. 'As of this time, the building that was pennitted under Building Permit No_ 9401053 'does'not have a Certificate of Occupancy (C.O_)_ Iris our understanding that the building is nonetheless currently occupied. A Certificate of Occupancy ,cannot be 'issued until all City 'Ordinances have been met., As a condition of the building permit., all site changes luust, be completed. The Zoning Official "as well as ,the Building 'Official must sign off on a C.O_ ,In this case, the Zoning Official is unable to sign off on the zoning portion of the CoO. until the following work has been completed: 1.
