(93- 423) The Project Review Committee met on Wednesday, December 1, 1993 to disC1ISS the above mentionedpark:ing lot plan. City Engineer David Plll1en moved to recolnmend approval of thepark:ing lot plan as submitted with the following conditions: CONDITIONS OF APPROVAL: The proposed trash compactor lUllSt be screened in accordance with local requirements. Coordinate details with Staff Planner Sabine Kuenzel at (409) '76LJ.- 3570. Submit a landscape plan to be reviewed by staff prior to issllance of a building permit. The Committee"would prefer that the existing two way "ring drive" that runs through both the Albertsons and, Walmart sites be continued through. the proposed parking lot expansion. The Committee suggested that the applicant lool< at the possibility of extending this drive; however, as long as the proposed one way driving aisle locatecl in the most northwest corner of the proposecl parl<in~ lot is, changecl to two way circulation, the proposed parking lot plan iii!s acceptable. If the one way circulation is changed, the parking should be c]hamger~ to 900 parl<ing spaces and the parl<i11g island located immediately at the enddf the existing "ring drive" should be enlargecl to help direct traffic. p & Z Representative Julius Gribou seconded the motion to approve the parking lot plan with thei above conditions, which passed unopposed (3 - 0). Case #93-432 Page 2 The following. comments were made by the various reviewing agents: WATER/WASTE WATER: Submit an existing utility plan and construction documents for the proposed fire hydrant and water line relocations including a plan and profile drawings. Provide proposed water demands and sanitary sewer loadings for the existing building with the proposed addition. The existing water line shown at the rear of the building appears to be different from the as...builtdrawings. Staff will provide you with as-built drawing of that waterline. The bacl< flowpreventer must be relocated with the existing fire hydrant. ,Show proposed bacl< flow preventer. Coordinate details with Engineering Assistant Samantha Smith at (409) 764-3660. ELECTRICAL: Show existing and proposed utilities including any proposed relocations. The developer is responsible for providing public utility easements to cover all utilities and for paying the costs associated \\lith the relocation. Staff would prefer to workfrolll a blallket utility easement until completion of the project at which time a final plat can be submitted and approved to cover all public utilities. Provide electrical load data for the bllilding as proposed to be, expanded. Provide two 4" conduits for electrical service. Coordinate electrical service and the transformer relocation with Electrical Operations Coordinator Tony Michalsky at (409) 764-3660. ENGINEERING: A drainage development permit is required, prioT to any site work. Address in the perillit the change in impact. from the existing site and the pr1oposed expansion and if the existing facilities will contain the increased run-off. Coordinate details with Assistant to' the City Engineer Veronica Morgan at (409) 764-3570. AIl construction notes should be checl<ed against the City's water and sanitary sewer specifications. PLANNING: Coordinate handicap parl<ing requirenlents with Building Official Coy Perry at (409) 764-3741. The small island located nearest to the handicap parl(ing spaces could contain decorative pavers instead of landscaping. The proposed directional signs, by ordinance, are limited to three square feet and no more than 4' in 'height. If the proposed "automotive pylon sign" exceeds these dilnensions b1.ltmeets the exempt requirements (not easily read from beyond the property bOtlndaries) then it is acceptable. Telephone service lines will follow electrical lines and, may need to be extended to Brothers Boulevard. The, developer is responsible for paying the costs associated with the relocation. Coordinate service details with G.T.E. Representative Laverne Al<in at (409) 821-4723. Show proposed demarche point. Provide two 3" conduits for telephone service lines. FIRE: A driving surface must be installed in the rear of the building before a full building pern1it can be issued. Two fire hydrants may be required at the rear of the building to, ~~~ the coverage requirements. A fire hydrant must be located a minimum of,)~:Y from any portion of the building. SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED SITE PLAN ATTACHED AND 3 ADDITIONAL SITE PLANS TO CONTINUE WITH PHASE II OF THE BUILDING PERMIT PROCESS. SUBMIT 10 COPIES OF GRADING PLANS FOR REVIEW AND APPROVAL PRIOR TO ISSUANCE OF A DEVELOPMENT PERMIT TO ALLOW ANY SITE WORK.
