Box 9960 College Station, Te .~ RE: Dear R : In accor ancewith. your request, we have reviewed the load and service requirements for the new buildings proposed for construction at 524 University Drive East. We have planned the electric distribution layout to serve this project to be underground, in accordance with the request of the developer. Enclosed herewith for your review and use are five (5) - copies of our proposed electric distribution layout for this facility. A 50 kV A,' single-phase, 7,200 volt primary to 120/240 volt secondary pad-mounted transformer. has been planned for installation to provide.' the requested service utilization voltage level for the building A..' Metering for building A is proposed to be accomplished at the East side of the building using 20015 ampere current transformers and a meter with demand indication of at least 2.5. ..... Also, a 50 kVA,single-phase,7,200voltprimary to 120/240 volt secondary pad-mounted' transformer has been planned for installation to..provide the requested service utilization level for Building B and the' existing service at Shellenberger's. Metering for Building B is proposed to be accomplished at the South side of the building using an 200 Amp, 240 volt,. single-phase, self-contained demand meter. The existing overhead service at Shellenberger's is to be converted to an underground service and the metering is to remain at its present location using an. 200 Amp, 240 volt, single-phase, self-contained demand meter. In accordance . with your City policy, the developer should plan to furnish and install, in compliance with. City specifications, allrequired electrical conduit. and pour the required concrete pads forsaid50kVA transformers. The electric layout drawing enclosed provides details. regarding the required number and sizes of conduit, installation depth, proposed conduit locations, riser pole conduitrequirements,etc; the transformer pad details should be furnished when '. the dimensions of the transformer proposed to be used are known. In accordance with the new policy of your City, the developer is responsible for reimbursing your City for 20% of the total estimated cost of electric service installation, City of College Station July 7, 1993 Page Two including labor, materials, and standard fee percentages for engineering and overhead cost. We compute that the 20 % cost contribution required for 524 University Drive East, computes to be $1,768.00. This cost was .calculatedbased on a total underground cost estimate of $8,840.00. The total underground cost estimate developed for this project includes a standard allowance of 30% to cover your City's labor related overhead costs, 7% for material handling costs,. and. 8.5 % to cover your City's administrative. and engineering costs. The,PRC requested that a sidewalk be placed along University Drive. Because of existing conditions it is not possible for the sidewalk to meet ADA standards without, tearing out the existing driveway. The City is obligated to COIl1ply with ADA standards in all public facilities whether built by the City or by someone else. The applicant is requesting ,that this sidewalk be deleted. The ,sidewalk is shown on the City's master plan for sidewalks. If it is not, built with this project it would be built at, some future date with,public funds. On this date I called .theContractor,Weldon Jordanot Construction Resources Group to inform him the variance or appeal of the sidewalkrequlrement was being taken to the P&Z on 12/16/93. At that t lme, Mr.. J.ordan was not in" but his sup,erintendent, Jose took the message and informed me he wou.ld "be requesting a C.O. within about 1 1/2 weeks (before Chr istmas) . 'rhe difficulty apparently is because of a,largegrade change between theelevatlon along University Drive and the a,ctuals1te, and furthe<r, as the sidewalk relat to he driveway entering the site. I have pulled the Planning files. for thisp:ro~iect and have noted the ProJect. Review Committee reviewed this project on March 25, 1993. During that review, one of the comments incltlded in, the report is nA sidewalk is requested along 'University Driven. In reality, the statement should !have been that a, sidewalk is required along University Driive because of approved master sidewalk plan for the City. In any case, a sidewalk has always been required, and the architect, Bill Scarmardo, has always been aware of the requirement. Does the 24 foot landscape reserve apply to only parking lots, or does it apply to the building setback also? Bill designed the site with the 15ft. side street setback requirement in mind, but then while we were reviewing the parking lot, Steve & Paul remembered about the 24ft. setback requirement from Chappel, but none of us knew if it applies to buildings also. (I don ',t think so, but really don't know!). I told Bill I would get back to him today with the answer. Also, this has been platted asa "Replat of ,part of Block G, College Heights Addition and part of Lot 22, D. A. smith Subdivision", but there's no new name assigned. In fact the Schellenberger lot is referret to as "Tract No.1" and the rest of it is "Tract No.2" and was :replattedby the Woodards in 1985.
