On May 28, 1996 Gary Brown, the Plant Operation$Manager of the Scott & White facility in college
. station submitted 4setsofbJ1ilding plans for some minor demolition and major finish-out of the 2nd floor
of the existing building.
I pulled the case. files on this project and talked with Mr. Brown about exactly what he is doinginthis
phase, because the parking which was approved . with the original site plan omy covered a small number of
spaces over what was required for..thatphase.During that conversation, Mr. BioWn pointed. out that the
number .of.spaces . had been increased from . that plan, . and . those .'spaceswere. shown .on the . latest . dated
landscape plans in the file.
After visiting with Mr. Brown, I determined that the parking they have on the site rtow(3 98)is 9nly one
space short of what would be required for the build-out of the ultimate gross building area (399) :based on
a total.square footage of 109,768 . square feet. with a parking requirement of 1. space. per 275. square feet.
The buildout they.are..planning ..in . this phase will add approximately ..20,000 .square feettotl1e6?,024
square feet of phase one. The parking requIrement for this 87,024 square feet would be 316 spaces, and
they have 398 which is more than enough.
The conversation ended with Mr. Brown promising to bring me the most up-dated "as-built"plah which
shows all theparking,islands~ sterilization building, parking by the critical care facility,etc.~all on one
sheet.

RE: Certificate of Occupancy for the new Scott. & White facility
Dear Mr. Baugh and .Mr. Breaux,
In response to..your request to .recieve your final Certificate of Occupancy (CO) for the
new facility, staff has determined that there are several issues that must be resolved before
the CO .can be issued:
1. Detention Area Completion and Erosion Control - Werecieved a letter from
Mr. Case dated October 27 , 1994 regarding the problems cotupleting the detention
pond area due to recent heavy rains. We are in agreement with allowing an
extension to complete this work, however, we will need additional clarification on
timing and method of completion on these areas. Specifically, the drainage area
located on the southeast corner of University Drive and Glenhaven Driveis in need
of regrading, silt cleanup and permanent vegetation coverage. In additon, the large
detention area near the SH 6 frontage road is in need . of the same work. We will
expect that this work will be completed within 90 DAYS (February 3, 1995) of
the issuance of the certificate. of occupancy. At the end of this 90 day lilnit, we
will need at least 90% vegetation coverage on all disturbed areas. In addition, we
will need you to assure that all erosion controltueasures remain in place and are
maintained until the vegetation is established. Any silt that leaves the site due to
this construction, must be cleaned up at your expense. If unusual weather
conditions exist over the next 90 days, we will consider an extension of this time
limit. However, it will be your responsibility to call and request an extension if you
feel you will need. one.
2. Landscaping - Staff inspected the site today and determined that the landscaping
is still incomplete at this time. One luajor section along Glenhaven Drive is still
underconstruction, with apparent conflict with underground pipes. .The
landscaping has also.been reconfigllredin several areas. With the preservation of
existing trees in addition to the newly planted landscaping, the point total is well
above the.required luinituulu. Ho\vever, any changes.tuade to the approved
landscape plan must be reflected in our files. III summary, a revised landscape
plan must be received and fulllalldscape compliallce mllst be reached by
December 5, 1994 (30+ days).

Dear Ms.. Thomas:
Because of recent growth of our new clinic , Scott and White is not
going to move the modular building for 24 to 36 months. In reviewing
the parking requirements we f.ind the following:

Parking spaces currently on site without regard to the parking space at
themodula.r building are 385 spaces. Per our recent conversations this

Sc'-att and White will w.ithin60daysof receipt af the certificate of
occupancy remove the entrance.to the modular building parking off of
Glenhaven.
As of Friday, ..November4, 1994 the contractor assures me that the
landscaping will be. complete with very minor exception.
scott and White has. .nocurrent plans to complete the remaining shell
space, however,. we forecast that this space would be needed 24 to 36
months in the future. This. would be an optimistic time frame for
occupying this space.

The administrator of S&W . (David l{noop)
'just called and said they are getting
ready for the C~O. on the building and
all the interior space they are
planning. to finish out NOW. His
estimated target date is Nov. 7th~ He
says there is still some interior they
do not plan to finish now -due to
financial constraints, but they really
do need some room. Sooooo his; question
is, can he leave the mobile modules on
the site for 12 months after this C.O.
He says his agreement with the City on
this earlier was to move them out
within 6 months of the C.O., but growth
has been more rapid than planned and
they need the room, but do not want to
finish out the interior of the entire
big, permanent building just now.
I have asked him to give me aREAL date
for C.O.,because at that time (I
think) the contractor will either have
to have EVERYTHING done on the site or
bond out of whatever is incdmpl~te
(like landscaping). He said he'would
get this info to me real soon.
Nat, would you do some research on the
timing of the modular buildings so the
planers can have the info when they
have to made a decision. Thanks.

A review of the site plan.ofthe.Scott & White addition, as displayed at Post Oak Mall,
shows a large arrow extending from the elldof Summerglen Drive into the south parking
area for the new addition. This is labeled HVehicleAccessu4 The rendering would
indicate thatSllmmerglen Drive is a major access route for the newfacili ty.
Good professional planning dictates that residential communities .beprotected from
significallt impacts, sucllas traffic, resulting. from the development of adjacent
commercial areas. The Glenhavensubdivision should be protected, just as the area
behind the new Chili's facility lvas protected.
Ideally, there would be no curb cuts on Glenhaven for the new Scott & White facility alld
ingress/egress would be confined to. University Drive and the East Bypass access road
which are designed for such traffic. i\t the least any curb cut on Glenhaven should be
located as close to University Drive as possible- tertainlyno fartller in than the
current cut to the parking area behind the existing facility.
The proposed cutdirectlyoppositeSummerglenDrive is an invitation for traffic to flow
through that residential neighborhood. If exiting. to Glenhaven from the new parking
area is permitted, then "Right Turn OnlyH signs should be posted to prohilJit tIle exiting
traffic from flowing through the residential Glenhaven Subdivision.
Please give'serious consideration to these suggestions and I would appreciate your
comments.

indica ting{hatthe intent is to retain as many . trees on site as possible or otherwise required.

Several of these changes are administrative, and are in the. interest of all parties for clarity, consistency,
and longevity (ease of understanding when futuretandscape inspections occur) of the plan.
