It is my understanding that thee.northern 18.5-acre NCNB Tract is being considered for development. It is also my understat~dvag that a new car :dealership v~i11 be construct~e~ on the southern half of the Tract,: and that a used car dealership will be developed on the northern half..... The Traffic Impact Anal. ss assumed that the 18.5-acre NCNB Tract would be developed y as a ecial retail facili ,the worst-cage scenario. Anew car dealership and a :used car dealership are both very low traffic generators for both p~rak-period .and ~weekd`ay conditions. Traffic .generated by these two developments v~ould not be expected to result in any traffic congestion alon the State Highway 6~ Erontage~ Road or conflict with the 1!~~ characteristics g_ of existing businesses in the area. These develo mehts would not conflict with the ea~king conditions Qi~ the Movie 12 Tract _p P because peak activities at car dealerships generally do not occur. during-the evening periods. Although realis~c numbers are nat readily available for new and used ear dealerships, it can be assumed that the raf~ic projections used for the NCNB Tract in he SeptemUer 7,1992 study are probably four td ~tve times higher than ghat would be expected from the new and used car dealerships. ~. t~gain, because the proposed new and used car derships are not expected to generate significant traffic volumes and certainly no major peakuag conditions, capacity of the interchange of State.,. Highway b and :State. Highway 34 (Harvey Road} should not be affected significantly, and much less that r~hat would have pccur~red i€ the NCNB Tract l'~ad been developed as a specialty retail area. There has been same estton as to the need for a decelera~an lane to serve the access locations far the new and used care: dealership developments. ~ilthough decelerarion lanes are l generally considered a goad idea,.:. they are much more effective when right-turning traffic volumes are high .and vehicles :behind the right-turning .vehicles have to share .the same lase as , • f + the t~r~ung ~arffic. The State...... ~ghway ~ Frontage Road adjacent to the new and used car ! develo meats site will eventuall rovide two northbound lanes. The number of vehicles P YP g into the site will be relatively low and sporadic. Heneet a deceleration lane would provide only mammal benefits. The., con~~truction of wide curb returns far the. entrances to the new and used car developments sites would be about as effective as deceleration lanes. The September 7,1-:992 study report,also recommended the extension of a rear alleey from I~arvey Road through the Movies ~2 deveiopm~nt and Ito the NCI Tract, (See Attachment 2 .) ~ This alley will provide convenient access to the south for. the benefit of College Station residents using the facilities. Extension of the alley through the ~~1~1B Tract to the east ..State ~' Hi hwa ~ Fronta a Road is not recommended because it would encoura a throe traffic on g Y 8 ''I~~1 the alle .Besides,.. other roadwa fac` .des. provide the desirable gavel routes.
