City Engineer . Pullen. presented the <staff report and . recommended approval with the presllbmission comments;

Commissioner Hall questioned staff as to the time . fram.eof the proposed extension of Victoria Avenue.
City Engineer Pullen informed the Commission that staff is still in the preliminary stages and that . there is some
right.of-way that needs .to be acquired. ..q~.iEngineer Pullen stated that he anticipates that by the early part of
next year, Victoria Avenue . will be und.er construction.
Representative6f the .app1icant DeboJ:"ah K.yating approached the COlmnissionand stated that the developer is
opposed to the suggested pedestriall.access:\ya.Y through the Mustang cul-de.sac. The developer is participating in
a sidewalk along Victoria Avenue. that can facilitate the pedestrian traffic. An additionalaccessway could cause
security problems for the residents. of that cul-de-sac.
Dan Bensimon of Myrad Real Estate stated that the cost oithe access is not an issue. He expressed concern of
creating a sec1udedalley thatcouldpotential1y causes~cufityproblellls. · If Mustang Drive was a longer cul-de-sac,
the alternate pedestrian access maybe a consideration; however, with the current configuration, very few students
would. use it.
City Engineer Pulleninfofll1edtl1e Commission that the pedestrian access wOllld be an im.provement to the
subdivision and provide a short . cut for the students of the schools along Rock Prairie Road; however, it is not
actually necessary.
Commissioner Hall moved to recommend approval of the final plat of Devonshire Phase II with staff
recommendations with the exception . of the pedestrian. access through the Mustang cul~de-sac. Commissioner
Herring seconded the motion which passed unopposed. (7. - 0)

City Planner Kee presented the staff report and informed the Commission that the master plan is
a single .family subdivision proposed at a density. of approximately 3.5. dwelling units per acre.
This development is consistent with surrounding development and poses no conflict with the City's
development policies or future land use plan.. The next agenda item is a rezoning request for this
property to be rezoned from R-5. Medium Density Apartments to R.;l Single Family Residential.
At the last City Council meeting, a petition was presented by the surrounding property owners to
rezone. the corner 2.00 acre C-N Neighborhood Commercial piece toR-l. Staff recommended
approvalof the bottom portion of the master preliminary plat (including Shire Drive and blocks A
& C) and table block B(including the . Mustang . Lane cul-de-sac) until the City initiated rezoning
of the 2.00 acre tract is complete. Staff recommended approval of the final plat with the
inclusion of a sidewalk along Victoria Avenue; however, staff .would prefer to work with the
developer on the timing of the sidewalk during phase two of the development.
Commissioner Hall questioned staff as to the extension of sidewalks along both sides of Rock
Prairie Road. .
Commissione+ Lane questioned staff as to thoroughfare screening along both sides of Rock Prairie
Road.
