I met with LarryWells.thismorningtotalk. about. this. - sort. of
"brainstorm" as it were. Anyway, he has> some questions regarding possible
flexibility in surface material to the rear of the buildings which will (I
believe) be a "compound .area".
He also wanted to know if the island requirement is applicable in the areas
of display of new and used cars.
I mentioned that he should be aware that streetscape willc.ome into play on
this proeprty. Thesite.plan I. have shows no more than an 8ft. setback
from the property line -but there appears tob~aratherlarge area of
unpaveme out in the '. r . 0 .w .
He wondered if the "turn-around" shown .on th.eplat will have
or if it is enough that it has been included on t~l~pllat!
There will be a canopy between the sales and service area. He wondered
about building code requirements and also about whether or not a fire lane
would be required under it.

i .have a couple of preliminary thoughts on this:
1. re:streetscape -when is he planning to turn in a site plan? the
streetscape ordinanc.ethatisgoingto.councilonNovember 10 may be
effective after that date (thisis::the earliest it can. happen} . any site
plans. that are submitted. after this .. date ..may. very likely be. required to
comply with new setbacks, PARKING LOT SCREENING, street trees, etc. i
talked a little with jane about exempting car dealerships from screening a
i don't think she wants to do that. this may be important to this projec .
jane, this requirement may 86 any future car dealership requests.
2. i know that we have been talking about "compound areas" in indu rial
and mostlynonc.onforming areas, but on a car lot i would be very areful
that the area is obviously<never going to have the public on i. this i
think may become a future enforcement problem.

Display areas I don't consider customer parking areas. I do think we need
to see some end islands as a way to disperse landscaping and provide some
traffic direction. I don't ,remember the details on the turn-around. I
would think it would have to be built with the project but I honestly can't
remember if we decided something else at the time. I'll try to stop by and
look at it later this" pm.

At this point, ,1,don'tthinkhe'll be having a predev.meeting. ,We talked
about a lot of this when they were platting the property , " so the only public
infrastructure they will have in the 10 acres are water lines for fire
hydrants. The drainage will betaken via off-site easement obtained at
final plat direct to the creek, so there will be no detention. Whenyou're
ready to look at it, I'll give you the onesit~ plan I have for your .
comments. After you've seen it, you can advise as to whether a predev. mtg
would be advisable.

A PresubmissionConference was . held Wednesday, June 16, 1993 to discuss the above mentioned final plat.
The ProjectReviewCommi~tee . made the following comments:
PLANNING:
Reference.the~olume. and .page number of the conveyance of the two.off-sitedrainage easements prior
to filing the plat for record.
A bond. must be submitted to guarantee the waterline extension and the turnaround prior to filing the
plat for record.... The. developer has the option. to either build or guarantee all.of the infrastructure;
however,the infrastructure must be accepted by the> City ()rguaranteed in order to file the final plat.
WATERlWASTE WATER:
Note that the 20' utilityease11lent located between lots 1 and 2 is public.
Additional easements will be needed to cover the fire lines and. fire hydrant. Coordinate requirements
with Engineering Assistant Samantha Smith at (409) 764-3660.
SUBMIT 1. FILM POSITIVE AND 10 COPIES OF THE REVISED FINAL .PLAT BY FRIDAY, JUNE 25,
1993 TO BE INCLUDED IN THE PLANNING AND ZONING COMMISSION PACKETS FOR THE
MEETING OF JULY 1, 1993.
