The Master Preliminary Plat, Impact Studies and Site Plan submitted previously by others has been approved by: the City of College Station with the stipulation: that comments contained in the Project Review. Committee Report, dated October 16, 1992, be incorporated into hese documental ~~ 2 Final `Plat a. Lot 1 and the alley, inclu -ding, he private access easement adjacent to Sarm's and Furrows from Lot 1 south to State :Highway (SH.) 30, must be .included in the Final Plat. Lot 1P may or not be platted at this time, depending. upon whether it is to the advantage of Cinemark to do so. It will be Cinemark's ;decision to include Lot 1P The City will require verbiage on the Plat. if Lot 1P is included to the extent that the City will not be responsible for providing utilities to Lot 1P once it is platted. Cinernark has stated previously to the City that they wish to defer installation of utilities o Lot 1P at this time. Sanitary Sewer 1) Outfall for the sanitary. sewer serving Lots 1 and 1P shall be installed in an easement through the xeserve tract to the existing 21-inch outfall :paralleling Carter's Creek. 2} A manhole will be required at the point the new sanitary sewer connects to .the existing 21-inch main. 3}_ Design loads shall be .included on the plans to facilitate review by the City. 4) The City strongly suggested_ allowances. be made fore the .installation of a future holding tank in the event the existing 21-inch sanitary. sewer main reaches capacity. They suggested designing the sanitary ewer main such that if the holding facility `is required in the future, the sewer. main will not have. to be replaced. The holding tank was discussed in the Impact Study. c. Storm Sewer 1) A Drainage Development. Permit is required for this project. The permit shall be prepared in accordance with City of College Station guidelines. 2) ~ The Drainage Development Permit must be approved. prior to approval of the Final Plat. 3) Easement(s) are required to convey he storm sewer from Lot 1 to Carter's Creek. 4) A Pollution Control Plan is required and shall be submitted to the Environmental Protection Agency. 5) Storm sewer improvements .shall. be designed fora 10-year storm event. Provisions shall be made for containment of the 100-year. storm overflow. _b) Parking may be constructed,within the ..limits of the 100-year floodplain. The proposed alley extension is not required to be removed from the 100- ear floodplain. Fire Protection 1) The Fire Inspector requested that the fire department connection. (FDC}, including the backflow preventor, Siamese, and a dire hydrant, be located on the :north side of the proposed struucture. 2) The Fire Inspector requested that the FDC be located on the building' side of the fire lane at the location pecified above. 3) The fire. inspector requested that a distance of approximately 50 to 70 feet between the FDC and the nearest dire hydrant be incorporated into the site plan design. 4) The Fire Inspector ..stated that... sprinkler plans ..will be required and requested they be submitted as soon as they have been prepared. 5) ,A fire .hydrant is required within 300. feet of any portion of the proposed building.: The 300. feet shall be based on hose.:: lay length, e. Electric 1} Electrical service will come from an existing transformer. within the Sam's Tract. 2} Connection to the existing transformer .within the Sam's Tract will require an easement to be negotiated by Cinemark with wal-Mart representatives. 3 A letter re uestin electrical service must be submitted to the Co11e e } q g g Station Electrical Division in accordance with their criteria. f. Gas 1} Gas will be provided by Lone-.Star Gas.. Should Cinemark wish o request oversize participation, a written request is required. Cinemark may request a waiver of this requirement (water main extension) for the .City Council to consider. The staff is supporting the extension. 2. The City stated that they will require a two party Development Agreement to be executed between the bank-and College .Station, not a three party agreement between the bank, College- Station and Cinemark. The reason for this requirement, according to City ersonnel, is because he bank was the lattn entit for the Master Prelimin Plat. The pity has agreed to waive the submittal.. of certainmaterials with. the Final Plata so that Cinemark rna submit the Final Plat on December 18, 1992.. The City agreed to this procedure. 7. The City stated that the deceleration lane within S.H. 6 must be included with this project. They stated hat they would handle the coordination with TxD4T. 8. The City stated that, depending upon the extent of cooking facilities proposed for the theater, a grease trap may be required. The City stated that the water and sanitary sewer may. be in the same easement, provided a minimum horizontal separation of 9 feet is maintained. 12, The City stated that if the future restaurant pad is earmarked for ground .lease, then the sanitary sewer serving this structure may be a private line. If Cinemark is planning to replat this. as a separate lot in the future, he sanitary sewer serving this area shall be designed. and constructed as a public main and included within an .easement. It may be to Cnemark' :advantage to follow. the latter scenario. Page 3 4 13. Since Lot 1P will not be platted at :this time, special wording. for..utilities will not be required for the Final Plat. 14, -Due to the nature and timing of the design and construction of .the various utilities needed to serve the building, a blanket easement in lieu of individual easements appears to be the . most advanta eous to Cinemark in ~ light of the: December 18,1992 Final Plat submittal g date. An amended plat would have to be prepared and submitted following construction de icting the location of all on-site utilities. The blanket easement would be removed P when the amended plat is filed for record. The. City stated that the: same procedure re wired for the approval of Final. Plat with blanket easement will be required for the q amended Final Plat. It is the responsibility of Cinemark to field-tie -all .utilities during construction to insure the accuracy of all easements shown on the .amended :Final Plat. The Cit stated that the blanket easement does not have to be submitted with the Final Y Plat..... It can be submitted with the site plan.: Further, if LAN submits a metes and bounds description of the blanket easement to the :City, their legal department will prepare the ', easement document and forward it to LAN. 15. Profiles of storm.. sewer and/or .channel improvements are preferred by the City but not '~ required. '; 16. Cinemark will be responsible for coordinating the installation of gas, telephone and electric service td the building, 2Z, The City stated than Cinemark must.. request electrical service in writing...., The. City's electric department will design all required improvements and :provide the plans for inclusion in the construction documents for bidding. Cinemark will be required to have .the underground conduit(s) .installed and :the City's electric department will install the transformer, wiring and related appurtenances..: Cinemark must pay he cost differential between overhead and underground service,. prior to coastrliction. Z3. ~ The City requested that a triangular. shaped ..island be added to the proposed median .associated with the driveway, and deceleration lane within the S.H. bright-of-way for safety purposes and .traffic channelization. 24. The City stated that fire lanes do not have to be shown on the Final Plata They do have to be shown on .the site plan. Z5. The City stated .that the alley is considered a commercial street.. As such, one 12 foot wide traffic lane at the center of the alley must remain clear forethe design storm. The design storm shall. have a return: period of 10 years. Removing the alley from the 100- year floodplan may not be necessary. The current Flood Insurance Rate Map: prepared by FEMA shall be-used to determine the 100-year floodplan :elevation. unless LAN. takes exception to this elevation. Z6. The City will provide LAN permissible turning radii for fire lanes. 27. The fire department will review the lane marking designations for the. proposed alley modifications at S.H. 30. LAN-.will contact. the fire. department on Monday, December 7,1992, for any comments. 28. The City .suggested that the light standards for on-site lighting and for the alley lighting be patterned after the lighting ...standards. installed for the Sam's Tract. The fighting will be private, will not be maintained by the City and will be metered, This applies to the alley as well as on-site bighting improvements. 29.
