City Planner Jim Callaway explained thisltem. . Six property owners, have
petiti()ned for annexation. This ptiblic hearing is the first of two public hearings.
This. area includes the six propertieS petitioned and it also includes areas that
cildnotpetitionfora total oftwenty-tw() Parcels. . He addressed the advantages
of~annexation. Most importantly, is the electrical service to the' ar~a. ,Mr.
Ca.llavvay also mentioned that the~ear~jdisadvantages such as op~ositionto the
pr9Posed annexation. There is .also<aqllestion of cost recovery in ,relation to the
sewer line.
Mr. Callaway notedthatthepreliminaryiprojections show a net fiscal impact to
the City.of College Station of approximately $11,OOO-$23,OPOper year.
Mr. Callaway summarized the service plan.
Hernentioned that the City has agreed with the County, upon reconstruction of
Graham Road by.thecounty, the'.city 'Would maintain length of the street whether
or not it is within the city limits.
City Manager Ron Ragland pointedoutthat the County intends to upgrade the
road ..withinthe next six months.

Mayor Ringer opened theptiblic hearing.
Mr. Page Heller of Micon Engin~eringaddressed the Council.. He expressed his
opinion in .favor of the annexation, but with < reservations. He proposed to the
cOuncll to giv'e moreconsidera~on. to the area as. a whole. for attracting more
- industry. His main concern is the existing condition of Graham Road.
Mr. Botts of Oceanography InteI'Ilational, Jnc~cameforward to speak in support
of the annexation. He emphasized that the company will rely on sewer services
and higher qllality .electrical serVice to conduct his business in the future. He
encouraged annexing the entire ' area.
City Manager Ragland pointed out that the standard of the road can be
addressed apart from the annexation.

expressed Dr. Van Reits' support of the annexation. But he noted that he would
oppose parallel adjacent utility easements.
Mr. Kirk Brown of Kirk Brown and Associates addressed the Council. He stated
his. opposition to the annexation mainly because of the lack of information he has
received and also the manner in which the city annexes "piecemeal" parcels of
land. He . proposed that the . entire . Graham Road be annexed. He expressed
concern about the property owner's cost for these services.
Mayor Ringer stated that he has provided the staff with Mr. Brown's letter and
asked therilto addresshisqllestions.
Mr. Heller spoke to the council. . He mentioned the needto withdraw his support
for propeI'tyownerassessments..forimprovements on Graham Road. He added
that the assessment .. of the road.. does ,not meet the goal to secure the city in a
position to support economic development for this area.
Mayor Ringer closedthepublichearing~ He announced that the second p1l1blic
hearing wiIlne held on FebmatY7th, andcomrnents should be forwarded 1to the
staff re~arding . the proposal and the plan.
Councilman Crouchcomrnented that the staff should provide the property
owners a fiscal impact study to assist them in making decisions, as well as the
city .

Assistant City Attorney Neal Coates described the item. . The ordinance states an
assessment of $34,900 to FossU Mound for. the construction of a. 675 foot portion
of Welsh Street.
Mayor Ringer opened the public hearing.

Senior Planner Kee presented the staff report of the rezoning that follows the. annexation last year
of this area. Staff. is recommending zoning classifications consistent with existing and planned uses
for the area. The two. properties fronting on. Wellborn Road are being recommended for M-1
Planned Industrial. zoning rather than M-2 Heavy. Industrial zoning due to. their location on a major
arterial. This roadway is planned to some day ~xtend from Greens Prairie Road tieinginto 2818
and State highway 60 and on to the propose4 . State Highway 47. It will act as an entryway
providing access from the south through thew~tern part of the city. The m-1 district provides
locations for projects designed with aesthetic appeal and provides for review of not only site design
but building facades,.. materials, lighting and other architectural aspects. It is intended to .be
compatible with any' other. zoning district.

Commissioner Mariottmoved, to amend, his original motion to give the developer the option of
sidewalk placement with "relationship to the ,curb., Commissioner Herring seconded the amendment
which passed unopposed (5 -0). The original motion to recommend approval of the . preliminary
plat passed unopposed (5-0).
Staff Planner Ku.enzel presented a memorandum to the Commission . summarizing the parking
requirements for clinics and medical offices for other Texas cities of similar size. Based on the
research, staff recommended that the parking requirements for vet clinics be 1 space per 300 square
feet of building area.
