AN ORDINANCE AMENDING CHAPTER 1,. '>GENERALPROVISIONS,OF TH:E
CODE OF'<ORDINANC.ES OF THE CITY OF COLLEGE STATION,. BY ADDING
A SECTION 30 PROHIBITING OFF-PREMISE COMMERCIAL SIGNS AND
PORTABLE SIGNS IN THE. <EXTRATERRITORIAL JURISDICTION .
WHEREAS, the City Council of the City of College Station,
Texas, held a public ,hearing in the City Hall at 7:00 p.m. on
Thursday, Decem,ber10, .1992, on the question ofp;rohibiting
off-premise......and... portablesignage in the extraterr:itorial
jurisdiction of the'CitYi
WHEREAS, Local Government Code ,Chapter 216 provides for local
regulation of outdoor signs in extraterritorial jurisdiction
areas;
WHEREAS, the City Council has<found that entrances to the ICity
should be protected from the proliferation of signageiand
WHEREAS, the City Council has determined that certain prov.i-
sionsregarding.signage.arenecessarytoavoid.unusual cl u.t-
ter,topreserveand improve the appearance ofthecommuni.ty,
and'toavoidtraffic . problems caused by distracting > signs or
structures;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE C:ITY
OF COLLEGE STATION THAT:
I.
Chapter 1, of . the Code of Ordinances of the City of CollegEa
station, Texas, is hereby amended by adding a section ,to ]Je
numbered Section 30, which said section shall read as follc)ws:
"SECTION 30:
OFF-PREMISE AND PORTABLE SIGNS WITHIN THE
EXTRATERRITORIAL JURISDICTION
A. Off-premise commercial. signs and portable signs shall be
prohibited within the extrater~itorial jurisdiction of
the City of College station.
B. Definitions.
1. "Sign" means an outdoor structure, sign, display I'
light device, ,.figure, painting, drawing, message"
plaque, poster ,billboard, or other thing that iE;

2 · "Off-premise commercial sign" means a sign displclY-

service, or product not principally located or pri-
marilymanufacturedor sold on the premises on which
the sign is 'located.
3. II'Portablesign"111eans a sign which is not affixed or
attached to real property by pol.es, stakes or. other
members which are placed into the ground"or upon
some other type ofpermanentfoundationi includi:ng
trailer signs, any sign with wheels or skids, ,and
any sign which is constructed so as to sit upon .the
surface of the ground ,withoutsubsurfaceattach:ment
or extension.
c. Penalty provision
The general> penalty provision of Chapter 1 of the College
station Code of ~Ordinancesshall apply to violations lof
this ordinance."
II.
This ordinance sha.llbecome effective from and after its
passage in accordance with; the City Charter of the City of
College Station.
