This letter is a follow up to our discussion on April 13, 1992 in which we
discussedparldng requirem~ntsJortheScott&WhiteClinic. . It is our opinion
thattheicurrent ~rdinancer~quirement of one space per 150 square feet will
result inconstroction of significantly more.. parlqng spaces being built than are
actually required for larger clinics such as the one being planned by Scott &
White.
We have investigated several .citiesand agencies criteria. Some of our
findings areas follows:

As you can see, the parking requirements for these . cities and agencies
rangefroml.spac~per20{)GSFto 1 space per 300 GSF. None of them make
any provision for the different requirements of small and large clinics.
Attached are .popies. Qfpages 101. and 102 from Parking. Generation,
published in 1987 by the Institute iofTransportation Engineers (ITE).
Alsoattacbedisa tabulation for various sized buildings . showing the peak
parking requirement using the lTEFitted Curve Equation. These peak parking
requirements were increased .10% to compensate for loss of space due to
turnQveractivity. .tQdett'-rmit1eth~ number of . spaces whiph are nt'-eded. We
divided the Building Area by the number of spaces needed to determine the
relationship of one · spacetogr.osssquare fe.et of building. We then divided. the
tabulation into groups which . you > may want to consider for developing your
parking ordinance.
If .. the suggested .. ratios are adopted the Scott and White Clinic
requirements would be.as. follows:.
Phase I

Parking requirements .have a..significant impact on our .site plan and
storm drainage. We would appreciate your consideration of this issue as quickly
as possible so that our site planning and drainage design can resume.

with actually observed requirements and other accepted practice.

PARKING..CHARACTERISTICS AND
DATA LIMITATIONS
A medical/dental clinic/office is defined asa facility
that provides .diagnostic and. outpatient care, but
which. is not. equipped . to . provide prolonged . in-house
medical/surgical care. All facilities.. ..surveyed.. are
freestanding, and have their own parking areas.

facilitiessurvEiyedrangedin size from 1,550 to .140,000
gross square feet of building area.
Peak parking. occurredduri ng the mid-morning and
mid-afternoon hours.
The highest rate reported was for the smallest facil-
itysurveyed.As expected,. the rates reflect a higher
parking usage than general offices. Future_studies
should" provide a rate relating to the number". of
employees in addition to building size.

ORDINANCE AMENDMENT - PARKING REQUIREMENT FOR
MEDICAL I DENTAL CLINIC
Staff has reviewed a request from Page Southerland fage (PSP), Architects for Scott &
White Clinic, to r~viewth~ Qity's parkipgrequirements for medical clinics and to
consider an ordinance amendment. With this requestPSP submitted information for
sev~ral sourc~s; other citiesapdthe Institute of Transportation Engineer (ITE). ITE
suggests, from surveys of actual parkingsituatiops, that req-uirements should vary
depending on the size of tbe clinic with less parking per square foot required as the clinic
gets larger. Staff has reviewed the literature. and agrees and proposes the attached
amendment to our Zoning Ordinance.
The.breakdown staff proposes is slightly more restrictive on the mid size and larger
clinics than PSP is suggesting and slightly less restri~tiveon the smaller operations. This
is based on our experience with the existing clinic which is 45,000 square feet. With an
approved variance. it supplies parking at a ratio of one sPace per 196 S.F. There have
been some parking problems at the. clinic as is evidenced by continued parking along
Glenhaven Drive. The problems have not been severe.

Other cities. surveyed generally require a parking ratio offrom 1 Parking
space for each 200 square feet to .1 space per 300 square. feet. . No other
city surveyed made a distinction based upon. the size of the clinic. .. .ITE
suggests, from sJ}rvers.of actual p(ITkingsituatioLls, that reql1i!ements
should vary based upon clinic size, with less parking per square foot
required .as the. .clinic gets larger.
Staff has. reviewed the literature from. ITEand agrees that our ordinance
should include a parking requirement. based on . size. The breakdown
staff proposes is sligl1tly more restrictiveonthelllid-siZe and large clinics
thanPSP..suggests. and slightly less restrictive .on theslllaller operations.
This isbasedon ourexperiencewiththeScott &WhiteCliriic here :which
falls in the mid-size range. There have been SOIne minor parking
problems at this location.
