LOCATION: Service Area 92-01 covers about 530 acres near Graham Roa.d,.Rock.PrairteRoad andWellboru..Road in College..Station. PHYSICAL FEATURES: This Service Areajs in the upper end of the Lick Creek drainage basin. ..Sanitarysewerservice is provided through. an 18 inch pipe located in Graham Road about 500 feet westerly from . the entrance to the City's Utility Service Center. This pipe flows southerly a.long Lick . Creek to a. lift station at SH6.Effluent is then pumped northerly alongSH6 and into a pipeline which flows thru Woodcreek to the City's Wastewater Treatment Plant on Carter Creek. None of the servicettnitswithin the proposed service area are using this pipeline. The existing facilities are not a part of the Capital Improvements Plan. tNVENTORY:Sanitary Sewer Service Area 92-01 is partially served with sanitary sewer. About 143 of the 530 Acres isseweredthru a piping system whiCh flows via a lift station. to.. the Bee..Creek basin and to the City's Carter Creek Waste Water Treatment Plant. Capital costs for this system are exclt.lded. in the Capital Improvements Plan. EXISTING LI\NDUSES:... Agricultural use dominates the service area, 387 of the 530 acres. 57 acres of low density residential, 40 acres of CornmerciaI/lndtlstrial, 35 acres of schools and 11 acres of parks make tIp the remiainder. It is proJected that about 79% of the. area. Will be develop in the next ten (10) years with the reminder within the following ten (10). CITY CAPIT,AL IMPROVEMENTS . PLAN: ... The City's Comprehensive Plan,. Plan. 2000 designated an 18 incl1 sewer pipe to be installed along Ltcl{Creek from.SH6 to near the intersection of Schaffer and Arnold Road. .Part of that pipe was installed in 1987 and is not part of the proposed Ca.pitallmprovement Plan. The DevelopmentOuide of the CityisComprehensive Planning Program, published in 1990, states the goal for utilities is "The quantity and ql1alityof...tltilities needed to. aSstlre......pLlblic health,safety,welfare and accommodation .ofgrowth". One of the objectives is, "Provide for adequate sewerage." . The proposed Capital Improvements Plan for Sanitary Sewer Service Are.a .. 982-01 completes the planned extension of the sewerage system to this area in accordance with the, City's Comprehensive Plan. PROPOSEDPtJBL1C1MPRO\7EMENTS; Improvements are proposed to be constructed in. three<Phases...... Phase.I is an.18" pipeline from the existing pipe to ArnqldRoad,a12" pipe along Arnold to Graham and an 8" pipe westerly to Wellborn Rqad. This phase will serve the properties along Graham Road and. the Van Riet pr()perty. Phase II serves some of the Van Rietpropertyalld connects the existing lift station with a 12" pipe. .... ..Half the capacity of this pipeLservesexistingdevelopment. Therefore, only half the' cost tsproposed for impact fee consideration. Phase HI extends a .l~"pipe along Graham Road. to . Arnold Road and provides service to property along the south side of Graham Road. STAFF COMMENTS: . One qf the duties of the Advisory.
