Senior Planner Kee. presented thedstaff report and recommended approval of. the propos~d rezoning. The
subject lots are part of an area.that was o rlgina lly zoned and plattedfor fourplex de\eloPIIl~pL The lots were
rezoned for office ,uses several years ago but have remained vacanL . The. tight multi-fanilly market has
resulted in more and more inquiries regarding apartment zoning over the last two yclrs. The>applicant intents
to buildafourplex on each lot.
Chairperson' Hawthorne opened the pub lie'. hearing.
Representative of the applicant, Fran Phillips approached the Commission and ofl'~red to answer questions
pertaining to the proposed rezoning.
Chairperson Hawthorne closed the pub lie hearing.
Commissioner Mariott moved to recommend approval. of. the tezoning,req~estby FirstAmerlcan Bank to
rezone lots 14C and 14Dofblock18Bin the TreehousePlaceSubdivision 'romA-PAdministrative
Professional to R-5 Medium Density Apartments. Commissioner Lane seconded the motion which passed
unopposed (6- 0).

Staff. Planner Kuenzel presented the staff report. The, Project Review.eornmittee revi~",~d.this project on
December 2, 1992. There was some confusion regarding existing versuspropos~dst01ctUres and of the
phasing of the expansion. The revised site plan shows more clearly the proposed eXjansion. )

Senior Planner Kee stated that if the use permit is granted, the site plan wi] not-cOme back to the

Commissioner Hall questioned staff as to the maintenance of the creek that runs ahng the north side of the
property.

PastorFIoyd Polk of the Methodist Church located across the street from the propos~d nigh~ Club approached
the Commission and expressed concern of the close proximity of the nightclUl> to the church. .

S:UBJECf: PARKING LOT PLAN - First Baptist Church of College Station; proposed education
and associated parking for the existing church located at 2300 Welsh Avenue. (92-714)
The Project Review Committee met on Wednesday, May 5, 1993 to discuss the above mentioned
parking lot plan. The following comments were made by the variOl.lS reviewing agents:
I~NGINEERlNG:
Submit calculations pertaining to the proposed 8" water line. and 6" water line radial feeds to
determine if the sizing is adequate. (Staff previously requested this information from Jeff
Milburn.)
Note the scale", of, the site plan.
Tie the ptoposed parking area for the education building to the parking shown in phase three
of the . site plan. Suggested that the applicant look at the possibility of reconfiguring the
parking. to include the connection in the future so that there are no problems with emergency
vehicle access; Coordinate details with City Engineer David. Pullen at (409) 764-3570.
A drainage development permit is required prior to any site work. Coordinate requirements
with Assistant to the City Engineer Veronica Morgan at (409) 764-3570.

Submit loading information on the proposed education building and preferably all future
expansion to allow for appropriate sizing of the transformer. Coordinate details with
Electrical Operations Coordinator Tony Michalsky at (409) 764-3660.
Submit letter requesting, an upgrade of the existing electrical service agreeing to pay the costs
associated with ,that upgrade.

It 'is the owner's responsibility to provide conduit and cable to service the proposed addition.
Coordinate service details with G.T.E. Representative Laverne Akin at (409) 821-4723.
jrCA CABLE:
Provide an2"conGiuit to be located in the same ditch as the electrical service for future
communication needs. Coordinate details with TCA Cable Representative Mike Lavender at
(409)846-2044.
~WATERJWASTE WATER:
If another sanitary sewer line is added to service the education building, label the sewer line
as private.
Submit sanitary sewer loadings for the proposed addition.
Show the existing water meter. Submit minimum and maximum water demands to determine
the size and type of meter.
Label the existing sanitary sewer lineas,'it parallels to,Welsh.
dPIRE:
See attached guidelines for emergency vehicle turning radius and assure that the parking lot
configuration will accommodate.
No combustibles can be brought on site until fire hydrant number two is operable.
Coordinate details with Fire Inspector George Spain at (409) 764-3781.
~PlANNING:
The proposed addition is allowed under the current conditional use permit granted by the
Planning and Zoning Commission on December 17, 1992.
Show plantings to be located 'in the parking islands of the' ,parking ,lot to ,service the education
building.
Show the proposed relocation of 'the Prayer Chapel.
SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED SITE
PLAN ATTACHED AND 3 ADDITIONAL SITE PLANS TO CONTINUE WITH PHASE II OF
THE BUILDING PERMIT PROCESS. SUBMIT 10 COPIES OF GRADING PLANS FOR
REVIEW AND APPROVAL PRIOR TO ISSUANCE OF A DEVELOPMENT PERMIT TO
ALLOW ANY SITE WORK.

]ENGINEERING:
A drainage development permit is required prior to any. site work. (The required
drainage,.. report should address all future>pbases.) Coordinate permit requirements
with Project Engineer Deborah Keating at. (409) 764-3570.
Coordinate a meeting with .the engineering staff to discuss the proposed improvements
within the existing drainage channel
Place a note on the>site plan stating th~t the contractor. is ,responsible for erpsioIl
control prevention. during construction. Any disturbed areaS must be seeded or sodded
prior to issuanceofaCertificate of Occupancy.
Detention is required for this development. This detention area can be in the parking
Iotas long as all depth requirements are met.
Label pipes 'as existing structures.
Show the. sewer line in the 30' utility easement.
Submit pavement and curb details with necessary construction documents.
Modify the driveway where it connects with phase two so that there are no acute
angles. The angle should beat least 900 or greater for fire truck maneuvering.
Note the radius and width of the prop,oseddrive.
If the drainage easeme.ntschange, they can be dedicated by separate instrument.
WATER /WASTE WATER:
Label the fire hydrant as existing.
Submit water flow calculations for the fire hydrants to Water Operations Manager
Dean Sharp at (409) 764-3660.
The fire hydrant that is labeled as "alternate" and comes from the main water line is
preferred.
Submit construction documents for fire hydrant #1.
