Construction of. the referenced project is nearing completion.
All major itemshayebeenconstructedand.completionof landscaping
requirements has been accomplished. Grass has been planted and
established on all disturbed areas for this p~oject. Thedumpster
screening is planned for the very near future ..
We would like to address a couple of issues that may be of
concern' to the developmentservicesstaffsothatthecompleti;on
and approval of this project does not interfere with the requests
for certificate of occupancy for the educational building
construct.ion project, . which is.. a separate. project for approval
purposes as we understand it . . . Spec,ifically, the status of the
gravel area behind the church building has been the center of some
past discussi()ns. . Th:i.s area.. .has . been . closed and access to
vehicular traffic has been physically barricad~d. The cross ties
that had been placed in this ar~ahave be~I'l rellloved and grass seed
has been planted on th~gravelto suppl~ment the >large areas of
grass cover that al,readyexist. In effect ,.we are returning the
area to a vegetative state. We believe that removal of the gravel
is not necessary at thi~ time and., wOUld. only. cause. the creation of
a mud hole, which is u~desirabl~. Thave.attacnedphotos of the

for the grass toestabl+f>llits~lE in the areastnat are bare gravel

This area was not specifically addressed in the drainage
studies formerly. presented to the city. It is anticipated that
when the area is presented for development for parking area in the
future the drainage aspects willbecove.redat that time. It is
understood that all drainage requirements for this area will be
adhered to in its future develqpment. .This area has not caused
problems in the past and, with the return to natural cover/it is

not anticipated> to cause problems in the future.
We would request that the final inspection of the parking lot
project take place lnthe. near future.. for. any project compliance
certification or approval that is necessary from the City's

and approval of this project does. not interfere with t.he'requests

criticaL design .. vehides.Theprindpal dim.ensions affecting design are the
minimum turning.radius, the tread widtl1, the wheelbase, and the path of the
inner rear tire. EffectsQf driver characteristics (suc:hasthe rate at which the
driv.er approaches. centripetal acceleration) and of the slip angles of wheels
are minimized by . assuming that th~ speed of thevehielefor. the minimum
radius (sharpest) turnislessthan 10 mph.
The boundaries of the turning paths of the. several design. vehides when
making tile sharpestttlrnsareestablisl1ed by the outer trace of the frontover-
hang and the path of the inner rear wheel. This turn assumes . that the outer
front wheel follows th~ circular arc defining the minimum turning radius as
determined by the. yehidesteering . mechanism. The minimum radii of the
outside and inside wheel paths are given in Table 11-2.
Geometric design requirements for trucks and buses are much more severe
than they are. f6rpassengervehieles. Trucks and buses are wider and have
longer wheelbases. and greater mimimum turning radii. These are the princi-
palcharaCteristicdimen'sions. affecting horizontal highway design. The longer
single-unit trucks and buses require greater minimum turning radii tharimost
vehicle combinations, but because of their greater offtrackiQg,. the longer
vehicle <:ombinatiQns also require greater widths of turning paths.
A semitrailer combination is a truck tractor with a semitrailer, either with
or without a full trailer, ora truck with one or more full trailers. Because
semitrailer-combination sizes and turni ngcharacteristi<:s vary widely, there
are several semitrailer designvehides: (1) a. design vehide .representative of
medium tractor-semitrailer com.binations (WE-40), (2) a design vehicle repre-
sentativeoflarget tractor-semitrailer combinations commonly in use
(WE-50), (3'). a designvehiderepresentative ofa larger tractor-semitrailer full
trailer combinations commonly in use (WE -60), (4) a design vehicle repre-
sentative of a larger tractor- semitrailer combination allowed on selected high-
ways by the$urfaceTransPortation Assistance Act of 1982 (WB-62), (5) a
design vehicle representative ofa larger tractor-semitrailer grandfathered On
selected highways by the Surface Transportation Assistance Act of 1982
(WB-67), (6) a design vehide representative of tractor-semitrailer full trailer-
