STAFF COMMENTS:
Conditionaluse permits are granted by the. Commission, subject to appropriate
conditions and safeguards, when the Commission finds:
A. That.theproposedusemeets all the minimum standards established in the
Zoning Ordinance for this type of use;
B. That the proposed use is in,harmony with the purpose and intent of the
zonirig, 'ordinance, and the plan 'for physicaldevelopment'.of" the, district as
embodied in the comprehensive plan for thedevelopl11entofthe City;
C. Thatthe proposed use will notbedetrimental tothe health, welfare, and
safety of the surrounding neighborhood or,itsoccupants, nor be
substantially or permanently injurious to neighboring property.

The P&Zhas reviewed, this site 'at three, separate meetings in that took place over the past
three years. The hearings were held on the following issues:
April.20,1989 -P&Z approve,dthe use only.
October 5, 1989 -P&Z approved the site plan with the condition that a
fence be provided.
October 18, 1990- anew C.D.P.and accompanying site ,plan were
required because the applicants changed the building from one to two
stories..TheP &Zapproved
Thee. U.P. that was 'granted in 1990.hasexpiredbecause there has been no building
permit, issued. The site plan contains some minor changes ',from the one that was
approved in 1990. TheP.R.C.reviewedthesiteplanonApri122,1992. The concerns
will be addressed on the revised'site plan.
