in the next couple of weeks.

This is to inform you that an error was made during the. preparation of the notification list
for the public hearing of the Conditional Use Permit that allowed the expansion of the
church.
As you know, the Planning and Zoning Commission granted the use of the expansion on
October 18,1990. The site plan was reviewed by the Commission on June 4, 1992. Both
items .requireda.publichearing with proper ..notification of all. property owners within
200'ofthe site. On January 15, 1993, the owner of the abutting property, Mrs. Frankie
Sanders, stated that she had not received notification .of the second meeting. Staff
reviewed the . list of property owners and asserted that she had not been sent a letter of
notification. The City's Legal.Departmenthas determined. that the Commission's action
is invalid and the site plan must therefore come back before the Commission for official
validation.

Minimum Turning . Paths. of Design Vehicles
Figures II"'l through II-I5 present the minimum turning paths for the 15
critical design vehicles. The principal dimensions affecting design are the .
minimum turning radius, the tread width, the wheelbase, andthe path of the
inner rear tire, Effects of driver characteristics (such as the rate at which the
driver approaches centripetal acceleration) and of the slip angles of wheels
are minimized by assuming that the speed of the vehicle for the minimum
radius (sharpest)turn isless than 10 mph.
The boundaries ofthe turning paths of the several design vehicles when
making the sharpest turns are established by the outer trace ofthefrontover-
hang and the path of the inner rear wheel. This turn assumes thattheouter
front wheel follows the circular arc defining the minimum turning radius as
determined by .the vehicle steering mec\1anism. The minimum radii of the
outside and inside wheel paths are given in Table.II-2.
Geometric design requirements for trucks and. buses are. much more severe
than they are for passenger vehicles. Trucks and buses are wider lI.ndhave
longer wheelbases and greater mimimum turning radii. These are the princi-
pal characteristic dimensions affecting horizontal highway des~gn. the l~~ger
