The Project Review Committee met on Wednesday, November 25, 1992 to discuss the
above mentioned parking lot plan. The following comments were made by the various
reviewing . agents:
FIRE:
v' The proposed canopy must beat.1eastI4' in height.
J Show the fire department connection for the sprinkler system.
Submit sprinkler plans with the .... building plans prior to issuance of a building
permit. Coordinate' details with Fire Marshal Bland Ellen at (409) 764-3705.
Fire hydrants must be. installed before combustibles can be stored on the site.

I have reviewed the parking lot plan for the Pebble Creek Cotlntry
Club and Gol.fMaintenance Building. When meeting with the a};)pli-
cant, please remind them of the following:
GOLF COURSE PARKING LOT
1. In accordance with the terms of section.10 of the Develop-
ment Agreemerlt dated June 26, 1992, between the City and
Pebble Creek nevelopmentcorporation, . iwh en the permanent
parking lot for the Country Club < is completed the tempol:-ary
parking lot must be. removed.
, 2. The Letter of ..Credit that has been posted by the applicant
will expire on June 17, 1993. Therefore, the city must
receive a renewal on the Letter of Credit prior to June 17,
1993, if improvements for Blocks 19, .20 and 21 have not been
accepted by city as stated in paragraph 3 of the agreement.
3. Applicant will be billed for the recording of the Develop-
ment Agreement in the Brazos County Official Deed Records.
MAINTENANCE BUILDING
1. A Devel.opment Agreement for ... the maintenance building was
submitted to Mr. Dan Sears on January 20, 1992. No response
was received <from Mr. Sears concerning this agreement. A
copy of the draft agreement is attached.
2. On June 3, 1992.,tl1e.LegalDepartment inquired from Develop-
mentServicesas to the status of .theagreement. No
response was . re.ceived concerning the need for the agreement
at that time.

Just talked to Davis Young who said he had just. talked to you.
His story was that he had>called Lisa on Wed. to ask for a walk-thruby
building to determine where do 0 l.:" closures .ne~ded.. to . be and she told him
there was no problem doing that. . Then no one showed up. . I don't know how
long he waited before he contacted you about it, > but he just made contact
with me after lunch today!. He went on to 'say that during some conversation
Lisa told him building . couldn't come out and.. do .an inspection because I
hadn't releas.ed the paperwork.
I explained to him that .Lisa was right in bothcases- that building could
do a walk-t.hru upon request, and Ididn 't know why it hadn' tbeen done, but
if he had let me know, you . & I would have worke.dtog.ether to get it done.
2nd - building won't do.a final inspection for aC.O. until they get the
paperwork from me, and if that's what he askeci for, I haven't sent mine up
because Fire isn't finished yet!
Talk about your major comedy of. .errors!
Anyway, Rick Westbrooktoldms.before lunc.h that he was going to go out to
make his inspections assoonas.hegot out of a 1:30 appointment. I told
David to have.himcall me from there to tell me the results sol could
complete my "paperwork" and get it up to you!
That's where I am in this on-going saga. My question to you is, will they
be ready for ,a C.O..today? Do you have to make an inspection after Rick's?
How will this thing work? Everybody else (b.ut. you. and Fire) have given
their o.k.

1. the site plan that was turned in does not meet check list requirements.
the approved plan is not what was built, therefore there will need to be a
new approved plan. in particular,ineed dimensions and a striping plan.
2. there is curbing missing on the southwest edge of the site.
3. there is an end island missing in the far southern corner of the site.
4. there is groundcover missing along the first elongated median located
between the missing curbing area and the second drive entrance to the large
parking area.
5. there is striping missing along most of the parking spaces on the
eastern half of the large parking lot.
6. groundcover is missing all . around the northern corner of the site.
7. there is construction debris along the southwestern and northern
corners.

8. adjoining property has been disturbed. it need to be cleaned up and

Shirley asked me to check with you
about a previous ruling by the legal
department which said we cannot require
fire hydrant installations around
existing structures when a change of
occupancy occurs. Veronica asked that
a fire hydrant be installed at the
microbreweryon Domonikbut Shirley is
not convinced we have the authority to
require it. The hydrant is necessary
to achieve the appropriate coverage
required by the fire department. Do
you recall any previous issues like
this? Shirley thought a business in
the North Gate area had a similar
problem and the legal staff rendered an
opinion.

I think that this is complex (more so
than it should be) but I think it goes
like this:
1. Fhyds are required by.subdivision
regs and the subdivision regs are not
applicable in this case as the lot is
already divided.
2. Fhyds are also required by the
building (or fire) code when a permit
is issued. Inthecasebf the
Northgate business the build.ing permit
was sought for a remodel. It seems to
me that legal advised that attempting
to invoke a. permit requirement that was
appropriate for the construction of a
building was not reasonable for
remodelling - ie, itwasnot.something
that we should do. I do not know the
particulars of the Dominik case and I
can only speak from recollection on the
Northgate case- the two may be similar
or not.
It appears that we are dea.ling with a
building code situation- Idon'.t want
to pass the buck, play bureaucrat,etc.
but I think we. ought to let the.code
folks (Jane, David Moore, maybe Fire
guys) deal with this and let V get on
with the other aspects of her review.
