The landscaping Cinemark proposes to use consists of liriope, Asian jasmine, bald cypress trees and edging material. Before we can givefinalapproval,Cinemark needs to submit to us further layouts on their proposed irrigation system. Assuming. Cinemark obtains approval of the irrigatiOn system, they will 'have the following options: 1. Since the trees are outside the desirable <clear zone for an urban frontage road ianddo not present a safety ha,zard, Cinemark can place the landscaping as shown on the proposal. They will.beresponsiblefor.all.maintenance of the landscaping located on the State's right-of-way. 2. Cinemarkmeets eligibility requirements for the Adopt-A-Freeway Program. Through this program"Ginemark would provide landscapingpla11,sor. funds to design landscaping plans, funds fo,r' the . construction, and funds for maintaining the landscaping for five years following.completion'of the proJect. In return, the department would make and erect signs showing Cinemark's name and involvement in the landscape program. 3. The section of the east frontage road which Cinemark fronts is schedu,ledfora 1995 rehabilitation project. During the rehabilitation, it is probable that the landscaping on the State's right-of-way will be damaged .ordestroyed. It will be entirely Cinemark's responsibility to replace or..' repair' the damage. Therefore, one option may be for Cinemark to wait until after the rehabilitation project is complete to place their landscaping. The following comments were made by the various reviewing.. agents: BUlWING: Include details of handicap signage. Coordinate requirements with Building Official Coy Perry at (409) 764.-.3741. Parking lot lighting fixtures must be located within the parking islands. WATERlWASTE WATER: Show existing water and sanitary stfwer mains and distingllish between proposed and existing water and sanitary sewer lines. Submit sanitary sewer demands with construction documents. '\" PRe Report CS Movies 12 Case. #92-422 Page 2 PLANNING: Verify the, actual number. of. parking spaces provided to the parking legend. (Staff calculated 623 spaces and not the 661 spaces shown in the legend.) One freestanding sign ,\\Till, beaUowed for both the theater and restaurant developments. The tower structure shown in the elevation drawings will be classified as a freestanding sign if copy is attached and the tower exceeds the height,. of the roof" line. If ....copy is deleted .from the tower structure, one freestanding sign can be allowed,for this entire building plot. All attached signs must be installed below the roof line. Submit landscaping plan to be reviewed and approved prior to building permit issuance. The current final plat for this area, Gateway Park, must be filed for record before a building permit is issued. Note ownership of adjacent property owners on the north and east sides. The row of. parking along the' rear alley must maintain an 8' setback from the right-of-way line. ELECI'RICAL: If underground ,service. is ,preferred, the.. developer, is, responsible for the cost differential, ,between, undergro~nd 'and ,.. overhead service as well. as laying all conduit, to the transformer. ,See.,'enclosedinformation regarding .underground electrical service. . PRCReport CS Movies 12 Case #92-422 Page 3 The rear public alley could beu$ed asafire lane as an alternative to designating a lane fromtheffontentrance.Markingsalong thealleyshoukl.consist of "no parking"signs .and fire Janes should be striped from the, first rear entrance along the alley, around. the building, and along the . second rear entrance along the alley. At least two fire hydrants should be installed near the building so that a hydrant is located within 300' of any portion of the proposed building. Attach required sprinkler plans to all sets of the building construction dOCllments to be reviewed and. approved prior to issuance of a building permit. TRANSPORTATION: The driveway entrance located along . Highway 6 frontage road should be installed at a 900 angle. Suggested that ,a wider, radius be established and the median extended to make ," this entrance less confusing. Coordinate details with Transportation Planner Edwin Hard at (409) 764-3570. A 250' transition area should be established along the Highway 6 frontage road as stated ,in the impact study. The deceleration .lane located along the Highway 6 frontage road should be marked appropriately with a ,directional, arrow, the word "only", and ,a second directional arrow. A permit' from ,the Texas ,Department of Transportation is required for the entrances located along Highways.30and 6. These permits can be coordinated through the eity'sengineering Qffice. Contact Assistant to the City Engineer Veronica Morgan at (409) 764-35.70 for details. Include .calls and angles for the deceleration lane including pavement details of tying into the existing pavement to be submitted with information to the highway department for permitting. ' Obtain stop bar, and stop sign details from Transportation Planner Ed Hard to be used at the intersection of Highway 30 and the public alley. Suggested that across-access agreement be considered near the restaurant site to connect,.this..development to the' Sam's . Wholesale site. Qnce, the frontage roads go one way, patrons of the theater and restaurant will have a difficult time entering the Sam's site. The city's contact ..person throughout the Sam's development was architect Tom Galbreath with Dunaway Associates, Inc. at (817) 335-1121. Suggested that theapplicantreconfigure the driveway entrance along Highway 30 to not prevent left ,hand turns into the alley. Suggested that the applicant separate lanes of the same direction with white buttons and lanes .ofdifferent directions with yellow buttons. PRC Report CSMovies 12 Case #92-422 Page 4 ENGINEERING: Dedicateeas~ments for all water lines thatlead to the fire hydrant - from the 1811 line along the Highway 6 frontage road and the. 8" line ,located along the Sam's Wholesale property, through the' parking lot to the fire hydrant. Submit metes and bounds descriptions for all easements. Submit details of directional bumps on construction plans. The public alley extension should .beshifted over ,2' towards the theater development to ,allow some flexibility for future sidewalk placement. The stop sign located at the first 'entrance should be located on the opposite side of the"drivefrolTIwhere it is shown. Include pavement and curb details in the construction documents for the public alley and how it will tie into the existing pavement. DRAINAGE: A drainage development permit is required prior to any site work. Coordinate requirements with Project Engineer Deborah, Keating at (409) 764-3570. Show location ,and size and calculations for sizing of proposed culvert to be located along the rear public alley. Submit details of pro,posed culvert with flow lines identified. Show all calls and radius for the driveway intersections along Highways 30 and 6. Submit a drainage plan showing exiting and proposed contours. Ensure as per impact ,study that drainage does not cross on to Sam's property. Submit top of curb elevations on the parking lot. Submit erosion control plan to include a note stating that the contractor is responsible to, seed or sod all disturbed areas. Submit calls, for the eastern line of the alley. Note elevation of 100 year floodplain. Supply off-site ,easements as stated in the impact study to provide for water exiting the site. Show the inlets and storm, sewers that provide for flow in the parking lot. Show calculations for depth of flow, velocity, etc. The information submitted in' the impact study is not sufficient.
