Insummation,staffhas vis itedt his site numerous times to measure the driveway distance from the intersection, observe traffic speed and volumes,and tp check the sightqistance and visibility motorists would have if such a driveway were in place. It was evident by our field visits that allowing the left turn in movementwc>uldcreate. an ..unsafe . traffic ...condition,..'a ...potentialtrafficsafe~ ..hazard and unnecessary traffic delay. As you know, . representatives of First American Bank plan to appeal staffs' decision . to deny the left-turn in movement atthis driveway. He had questions regarding the drainage and needed moreinformation from the applicant. Told him we needed same . and would forward to him upon receipt. He also asked that. with. the plans to widen this portion of Texas Avenue, the applicant coordinate any storm sewer to match with the plans. I told him the City would prefer for the ditch section to be eliminated and storm sewer . installed .to handle the runoff. He agreed with the installation of curb, however, he preferred .not having the storm sewer placed unless be.sized such that the widening project does not have to replace it. He also mentioned that the smallest size culvert they allow in rights.ofway was 18". DIRECTOR APPROVAL ITEM: Appeal to the City Engineer's decision . to deny " left turn in "movements from Texas Avenue.to. the proposed driveway to the First.AmericanBank to..be located ..atthe Northwest corner of Texas Avenue and Miller's Lane (F.M. 2818 Extension) intersection. ITEM SUMMARY: Staff has approved the location and design of two driveways to the proposed bank. A driveway on MiIler's Lane would allow for full access while another located on Texas Avenue would be designed such that left turnmovements into and out of th~property would be prohibited and only right turn movements allowed. The driveway 01) Texa~ Avenue was to be shared between TAG Realty and Stanley Investments Co., the abutting property owners. Stanley Investments is not willing to participate in a shared.accessarrangement with TAG Realty unless "left turn in" movements are allowed. Therefore,TAC Re~Htyrequests that the previously approved driveway now allow for "left turn in" traffic. Staff has done considerable work with <both property owners but a solution amenable to all parties could not be reached. FINANCIAL SUMMARY: N/A STAFF RECOMMENDi\TIONS:.. .
