SUBJECT: Preliminary Plat - Edelweiss Estates, Phase One
(92-301)
A Presubmission Conference was held on this date to review th~e
subject plat. The following recommendations/conditions were
made:
GTE:
No easements have been shown. Coordinate the locat.1on
of easements with the Company. The preferred locatlon
of underground service is in the rear of. the lots.
This informat ion should be shown orl a FInal Plat.
w/w~:
The City will have to have access to existing utilities
which could be provided via something other than a
traditional street. (i.e., Jogging trail, bikeway,
ete, as long as the width is sufficient to accommodate
utility vehicles).
The location of the water line along Victoria Avenu,e
will be located 1 foot from the centerline of the
pavement. This line should be located f~rther from the
pavement. Coordinate location with this Division.
Verify that fire protection will be adequate for Lot 3
Block 11. Flrehydrants must be installed at such
locations so that no part of any structure will be :more
tha,n 500 feet fr om a fir e hydrant as meas ur ed along the
right-of-way of a public street as the hose is laid
from the fire truck.
TeA: Cable service will be coordinated with the electrical
layout. Provide a copy of the approved plat to the
CompallY.

FIRE:
VerIfy or correct fire hydrant spacing. Spacing sholuld
provide/tor the most remote point of all lots to be
within 500 feet of the hydrant as the hose lays.
PLANNING: lndlcate.the.contentsand pressure of gas line.
A Development Agreement will be required to address the
final design/usage of. Arnold Road and improvement of
the unpaved portion of Victoria Avenue. (Owner's
engineer has indicated. this developer will build the
portion of Nottingham that is not a part of this
subdivision but which provides access to this phase as
it crosses Arnold Road.)
Change Note #8 to indicate tllat access will be limited
to Hasselt Street.
Address any oversize requests with this Preliminary
Plat.
1LEGAL :
ENGINEERING: Easements and documentation which guarantees
perpetual use of the detention facilIty must be
provided. In addition, a note must be included on the
Final Plat that the easement and detention area will be
a vallabl et or saId use 1 nper pet u i ty for this Phase of
the subdi.vision, regardless of ownership. (The
engineer indicated that a document will be supplied to
the City regarding the responsibility for maintenance
of t.he area, along with a description of the area. The
developer plans to build a detention area which will
cover all phases of the subdivision. Plans and
descriptions lor the detention facility will be
included In the construction plans. These plans must
be approved prior toconslderation of the Final Plat.)
Documentation must be submitted which assures that
detention for at least this phase will be in place
prior to accepting the subdivision.
The Development Agreement can reference the Homeowner's
obligation to provide and maintain all necessary
drainage easements and detentions areas.
The.Development Agreement regarding Arnold Road and
Victoria Avenue must be<prepared and approved prior to
consideration ot.theFinal Plat of this phase of the
subd.i vis ion.

Victoria
Staff met wI CCPolicies Subcommittee (Mayor Ringer, Council members ,Gardnerandl
Kennady) this.week to discuss various elements of the MasterPlan and related
Development Agreement that will becoming to you in August aswell.as this preliminary
plat and the timing of improvement to Victoria.
Staff and subcommittee feel that this first phase should include the developer's portion of
Victoria and that it should be constructed with the City's portion.

along with the City's portion connecting to Graham.

devyloper's engineer for design of entire roadway. City willupfront the design costs.
Will get a bond or letter of credit to cover the cost of design services for the developer's

Staff met w/developersrep.. Steve ArdanandEngineer Mike McClure yesterday and
there seemed to be agreement and concensus regarding Victoria. Therefore staff
recommends approval of this preliminary plat with condition that piece of Nottingham lbe
paved to get from Williams Court to this phase and that paving of Victoria will be done
wi this phase.
One note on plat will be changed - re: access. Rather than stating access limitations, note
will retlect that City has Access Ordinance.
Staff and subcommittee recommend that no final platting be done until a development
agreement addressing allthe various elements discussed as part of Master Plan is
finalized. Anticipating bringing this in August.

IMPACT STUDIES
Previously submitted as.partof the MasterPlan for Edelweiss ,and Rock Prairie Estates,.
Water & Sewer: lmpacfstudies for the watefshow that the existing water distribution
system in the area. is adequate to. serve this development.
Sewer is provided to the site through 3 different trunk systems 12
existingand.onecUrrelldy~eingdesigned and to be. constructed by
the City to serve Graham Rd. area and southern portion of Edelweiss
Estates.
Drainage:
The itnpactstudies showthafthe majority of the site drains to the
east. A small portion of the site .drains to the west and still another
toward the north. Detention will be provided fot the increased
nmoff. . There is a needfofJUuItipledetention areas due to the
top.ographyof the site. The impact studies do show a large
detention area provide..dinthe proposed public park area which will
be nearly 5 acres in size.
Traffle:
Impact studies show that a substantial amount of traffic will be
generated by these two developments.
However, the .planned internal street systems for the developments
wIll provide ' internal circulation andaccessibili ty to surrounding
thoro~ghfares. The TIA suggest the abandonment ofa section of
N?rth Graham Road tQprohibit the movement of non-residential
traffic through the neighborhood. Staff agrees that this through
movement should not necessarily be enCQUJ;aged but there should be
provision for it to occur. Thisprovisio.n is made with the street
systemasit is designed and presented at this time. Through
movements are possible tobothWellbomandRock Prairiealthoulgh
not direct routes.
Similarly, theTIA also sugges.ts the abandonmenfofasection of
Arnold Road for the same reasons. With this abandonmentstaff
recommends a connection between Schaffer and Victoria in Phase
A-l to provide for east-west movement.

on the south side of Arnold Road and runs east to west from Schaffer to
what will be' the' extension of Victoria.
ITEM:. SUMMARY: Thlsls . the first.. phase of the Edelweiss . Estates
subdivision. Council previously approved a Master Plan of Edelweiss
Estates and a rezoning for thisflrst phase.
STAFF .RECO~~NDA1'IONS: ..Staff. ..recommends approval. P&Z
recommends approval. Staff anticipates that the.' developer may : request
that he not be, required to build hisportlon of Victoria. shown in tllis
phase. The GUy will be invest1I1g in thei. uIlpavedportion north and
adjacent to this as well as ,the extension from the ,Van Riet property
south to South Graham. . Staff recommends that the developer be
requtred to pave his portion with thlspl~t, asls typiSal. and 1s requtred
by the Subdivision. Regulations. . Not doing so may result in a situation
where this portion, becomes an off-site improvement for a> future pha.se
and the City would have. difficulty requiring improvement.
