SUBJECT: PARKlAND DEDICATION RECOMMENDATION
The Parks and Recreation Board considered the parkland dedication proposal for
Kensington Subdivision during their regular meeting on May 12, 1992. This same issue
had been discussed at several previous board meetings and a final recommendation is
now complete.
The Board's recommendation to the City Council is to accept the developer's proposal for
parkland. dedication as submitted. The total acreage will be determined based upon
actual dwelling units within the development. The current estimate is approximately six
acres.
One key issue in this decision was theanticipated traffic patterns that will occur on Rock
Prairie Road.. once. the extension toWellbom Road is complete. . This will effectively
isolate those residents south of Rock Prairie Road from the existing ten acre Westchester
Park. This decision will increase' the City's operational and maintenance costs. The
alternatives would be to require. either cash in lieu of land or additional parkland adjacent
to Westchester Park. The developer is opposed to these alternatives.
The Board further recommended that the developer give the City additional acreage
adjacent and contiguous to the dedicated parkland for the purpose of construction of a
storm water detention pond. This property will be accepted by the City in exchange for
unspecified compensation to the City on the part of the developer. , This, recommendation
is based ,upon the belief. that 'any such detention facility located adjacent to a
neighborhood park would, in fact, be used by the residents as parkland and expectations
concerning the care and maintenance would be the same as those of the park.
The compensation to the City is to be negotiated with the developer and may include
items stIch as site work and landscaping on the proposed parkland. Actual details lhave
not been discussed.
The Board felt strongly that this particular decision not be construed to be a precedent for
acceptance of ,other" drainage . facilities for. use as parks. ,They also expressed a
willingness, to provide comments and, support ,for this decision during the City Council
meeting when it is being considered for approval.

Generally the plan complies with the City's Thoroughfare Plan. The plan is generally

on the part of staff relative to the City's 'Development Policies:

After my conversation with you, and further, conversation with, David Pullen, I

The City of CollegeStatiOf1 will notaccept the deedwith the right of reversion for
the propertiesown~dby Begonia Corporation , and intended for use as drainage
det~ntion areas for the.ElmCrestand Rock Prairie 'Estates subdivisions. ,Specifically,
the City will not accept the deed of Tract One and Tract Two as described in the
Warranty Deed with RighL of Reversion recorded aLVolume 2011, Page 169 of the

A PresubmissionConference was held Wednesday, "May 6, ,1992 to discuss the above
mentioned Master Development Plan. The Project Review Committee made the
following comments:
ENGINEERING:
Impact studies are ,incompliance with the ordinance.
If the detention facilities will be phased, drainage "must be addressed for that
particular area that is being platted.

PARKS:
The Parks · Board has concerns about the "parkland dedication and 'that 'dedication
is not resolved. The ,Board will meet Tuesday, May, 12 to discuss this. The
B,oard iscbncernedwith the five acre park site adjacent to the five acre planned
detention are~ and with the proximity of the park site to the existing Westchester
Park. If a 10acre< park with a detention area is dedicated, it should and would
have to bound by the City to conform to park standards, if the City were to
maintain it.
The Parks Board is also concerned with whether the City needs additional
parkland in this area. Mr. Vanecek projected a capacity of 2200 people in this
area figuring 21/2acresper 1000 residents. ,Thequestionis whether the existing
10 acre park > will serve 'the entire 10,000 population of the area; adjacent
parkland may not be needed.
The future traffic patterns along Rock Prairie Road serve as a type of barrier
with problems of accessibility; , thismightl11akethe adjacent park necessary.
(Even jf existingJO acre.park shouldsetveaccordingtopopulation and distance
to parks.) The Parks Board should resolve these issues at their meeting Tuesday,
May 12, 1992.
Encouraged <'some,/typeof 'pedestrian>iandbicycle access 'along Victoria Avenue
due to the type of subdivision.
WATERIWASTE'WATER:
Show Southwood Valley Phase 28, Sections24C and.24Eol1 the plan.
Change Victoria "Road" to Victoria "Avenue".
Change "Shafer"Road to "Schaffer" Road.
Easements will be required, which are accessible to City equipment, to cover the
utilities when Arnold Road is abandoned.
ELECTRICAL:
City of Bryan e~ectrical lines will serve the subdivision. ,Requested that the
overall electricaL plan be ,developed rathertlIan one 'small aread at a time.
Coordinate details with Operations Coordinator Tony Michalsky at (409) 764-

P & ZREPRESENTATIVE:
Concerned with the effects along Schaffer Road with theabandonl11ent of Arnold
Road. There, needs ,to bea wide stryetoutlet "somewhere along Wellborn in
addition to Rock Prairie.

PLANNING:
The proposed name of Williams Park for this subdivision will probably cause
someconfusion.with <the existing Williams Court. Suggested Williams Park
Estates or Rock, Prairie, Estates Phase II.
Suggested moving the oil well site west so it can have access to Wellborn Road.
With the abandonment of Arnold Road inPhaseA5, there should be a through
street from Schaffer to Victoria and this through street will have to be in prior to
abandonment.
Relayed concern ',' expressed by the ,Co.unty .over the abandonment of North
Graham Road causing an inconvenience to its existing users. Part of North
Graham road is in Brazos County's jurisdiction and must ,be included in the
process. The' .",completion of Rock Prairie "Road must be done before the
abandonment of North 'Graham Road.
The design of Rock Prairie Road should be aligned with. Gandy Road across
Wellborn Road if possible.
The proposed dog leg in phase B-6 should be changed to two cul-de-sacs and
then one could develop a pedestrian right of way which could keep pedestrian
traffic off, afRock', Prairie Road and' Welsh.
Be prepared, at the time of platting, to provide access locations in compliance
with , the "'. proposed access ordinance' for the commercial development along
Wellborn Road. Cross access'between these ,commercial tracts will be
encouraged.
Nottingham, may need to be maintained as a 60' right of way instead of the
proposed 50' right of way.
Sidewalks wil1b.e, required along one. ,side of all 60' rights of way. The Planning
and Zoning Commission has the discretion to require sidewalks on other rights of
way.
Landscaping easements and proposed buffers should be addressed as a part of
the zoning requests.
Redesign the areas that allow double frontage lots as required in ,the Subdivision
Regulations, if possible.
