SUBMITTED BY: Veronica Morgan, Engineering Division .FOR COUNCIL MEETING OF y ` 28, :199 DIRECTOR APPROVAL '' '~ EXECUTIVE'TEAM MEMBER APPROVAL ITEM: Consideration of a Final.Plat -Cypress Meadow located in the Springbrook Subdivision ITEM SUMN~ARY: This is a Final Plat of the Cypress Meadow portion of the 5pringbrook Subdivision located west of the S.H. 6'west Frontage Road and north of Barron Road. A Master Preliminary Plat of this area was approved by Council on March 26,1992.: The Final Plat consists of 19 acres and 59 lots and matches the Master Preliminary Plat with very minor exceptions. The Thoroughfare Plan shows an extension of Longmire Drive through. this .property. At the time the ~ Master Preliminary Plat was presented to Council the developer discussed delaying the construction of Longmire through this portion of his subdivision. The staff has worked with the developer on the timing of construction of Longmire through the entire Springbrook area and has drafted a development. agreement to set out the details of the aiming and construction of the Longmire extension. A Presubmssion Conference was held. on ril 29,1992 to discuss this lat. At that time there was .only p one comment that affected the layout of the plat. There was a request for an additional 5' utility easement to be placed along Lots 36 - 39 (along Hawk Owl Cove) and Lot 50 to the end at Eagle Avenue. The Planning and Zoning Commission discussed this plat on May 7th and reconunended .approval with. the addition of the 5' utility easement as requested at the PRC. FINANCIAL SUMIVMY; ~ersize participation is requested on this fnalplat The request includes Longmire Drive. and the associated a structure and an 18" sewer line through this property which. :will serve an area larger than this develop nt. The cost of oversize participation on this ewer line is calculated as the difference between the 18" h required and an 8" line that would be necessary to serve this development. The estimated cost of the 18":1~. 's $33,986.55 and the estimated cost of an 8" nine is °~~~` $14,75.62, the difference being $19,260.93. Oversize rticpation in Longmire Drive is estimated to be a maximum of $25,000. The applicant has also requested t the city, participate 90% in the cost of :the bridge, which translates to approximately 3b,000. There are mo ' available in the oversize participation accounts for the street, bridge and antary ewer line requests. STAFF RECOMMENDATIONS; Staff recommends approval with the: addition of the 5' utility easements-as per the` PRC. 'I During the construction of Highway 6 South, a box. culvert was desi ned and employed to curry the flow of water under Highway 6 g for continued flow down Llck Creek to the east of the highway. j Recently, however, it has become apparent that the box culvert is not functioning as de igned, in that water does notflow properly ~~ through theculver~. { obviously,, this problem is not the responsibility of Fountainhead, since the portion of Lick Creek to the west of Highway 6 is clean and water flows until it reaches the obstructions in the box !~ culvert. and to the east of Highway 6. It a ears that the culvert needs to be cleaned or cedes ned and pp ( g ~ it appears that some down stream dredging is probably necessary.
